MENTAL RETARDATION AMENDMENTS OF 1967

The subcommittee met, pursuant to notice, at 10:05 a.m., in room 4232, New Senate Office Building, Senator Lister Hill (chairman of the full committee) presiding.

Present: Senators Hill (presiding), Yarborough, Javits, and Murphy.

The CHAIRMAN. The subcommittee will kindly come to order.

The Subcommittee on Health is meeting this morning to receive testimony on three bills that would improve opportunities for the mentally retarded. The bills are H.R. 6430, S. 1099, and S. 389.

As passed by the House, H.R. 6430 would extend and expand the existing program of financial assistance for the construction of university-affiliated facilities for the mentally retarded and community facilities for the mentally retarded. This measure would also initiate a program of grants to pay part of the cost of staffing community mental retardation facilities. The staffing assistance provisions are similar to those that now exist for community mental health centers and rehabilitation facilities.

S. 1099 is a companion measure to H.R. 6430 but also provides for extending the existing program for training teachers of handicapped children. I am especially interested in the estimates of the Department for appropriation authorizations for the years 1970-72. As we all know, there are critical shortages of teachers in the field of special education. These bills will be incorporated into the record at this point.

To amend the public health laws relating to mental retardation to extend, expand, and improve them, and for other purposes. 1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That this Act may be cited as the "Mental Retardation 4 Amendments of 1967".

MENTAL RETARDATION CLINICAL FACILITIES

SEC. 2. (a) The first sentence of section 121 of the 8 Mental Retardation Facilities Construction Act (42 U.S.C. 9 2661) is amended by striking out "and $10,000,000 each 10 for the fiscal year ending June 30, 1966, and the fiscal year 11 ending June 30, 1967" and inserting in lieu thereof "$10,
