The subcommittee will kindly come to order. The Subcommittee on Health is meeting this morning to receive testimony on three bills that would improve opportunities for the mentally retarded. The bills are H.R. 6430, S. 1099, and S. 389. As passed by the House, H.R. 6430 would extend and expand the existing program of financial assistance for the construction of university-affiliated facilities for the mentally retarded and community facilities for the mentally retarded. This measure would also initiate a program of grants to pay part of the cost of staffing community mental retardation facilities. The staffing assistance provisions are similar to those that now exist for community mental health centers and rehabilitation facilities. S. 1099 is a companion measure to H.R. 6430 but also provides for extending the existing program for training teachers of handicapped children. I am especially interested in the estimates of the Department for appropriation authorizations for the years 1970-72. As we all know, there are critical shortages of teachers in the field of special education. These bills will be incorporated into the record at this point.
