Senator RANDOLPH. Good morning, ladies and gentlemen.

The Subcommittee on Veterans' Affairs of the Labor and Public Welfare Committee is in session to hold a hearing this morning on Senate bill 619, that measure having been introduced on January 24 of this year by Senator Gore, the senior Senator from Tennessee, for himself and for his colleague from Tennessee, Senator Baker.

At this point in the hearing record I order printed the bill and any departmental reports we have received.

Mr. GORE (for himself and Mr. BAKER) introduced the following bill; which was read twice and referred to the Committee on Labor and Public Welfare

A BILL

To authorize the conveyance of certain lands owned by the United States to the State of Tennessee for the use of Memphis State University, Memphis, Tennessee.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That the Administrator of Veterans' Affairs is authorized 4 and directed to convey, without consideration, to the State 5 of Tennessee for the use of Memphis State University, 6 Memphis, Tennessee, all right, title, and interest of the 7 United States in and to that tract of land constituting the 8 grounds of the Kennedy Veterans' Hospital in Memphis, 9 Tennessee, including the improvements thereon, containing 10 145 acres, more or less, and being the same tract of land

1 acquired by the United States for hospital purposes and paid 2 for by the city of Memphis and county of Shelby, Tennessee, 3 and which, upon completion of a new veterans' hospital 4 presently under construction at another site in the city of 5 Memphis, will be excess to the needs of the Veterans' 6 Administration.

SEC. 2. (a) The conveyance authorized by the first 8 section of this Act shall be made not later than December 9 31, 1970, and may be made at any time prior to such date 10 if the Administrator of Veterans' Affairs determines that the

property to be conveyed is no longer needed by the Veter12 ans' Administration.

(b) The Administrator of Veterans' Affairs is author14 ized to convey any portion or portions of the tract referred 15 to in the first section of this Act prior to the time that he 16 determines that the entire tract is no longer needed by the 17 Veterans' Administration, if he determines that (1) such 18 portion or portions are no longer needed by the Veterans' 19 Administration, (2) the conveyance of such portion or por20 tions will not interfere with activities of the Veterans' Ad21 ministration still being carried out on the lands of the Vet22 erans' Administration not yet conveyed, and (3) the

conveyance of such portion or portions will facilitate the 24 conversion of such property to educational uses by Memphis

25 State University.

1 SEC. 3. The property conveyed pursuant to this Act

shall be used solely for educational purposes, and if such

property is ever used for purposes other than educational

4 purposes, title thereto shall revert to, and become the prop5 erty of the United States which shall have the right of 6 immediate entry thereon.

7 SEC. 4. Memphis State University shall pay the cost of 8 such surveys as may be necessary to determine the exact 9 legal description of the real property to be conveyed and 10 shall bear all other expenses in connection with the prepara11 tion and recording of the necessary legal documents.
