75 1 prevention and treatment of drug abuse and the rehabilita2 tion of drug dependent persons, there is hereby established 3 an Intergovernment Coordinating Council on Drug Abuse 4 Control consisting of the Commissioner who shall serve as 5 Chairman, the executive director of the Secretary's Advisory 6 Committee on Drug Abuse and Drug Dependence, four rep7 resentatives of Federal departments or agencies, and five 8 representatives of State and local government departments or agencies. 9 10 (b) The President shall designate the four representa11 tives of Federal departments or agencies who shall serve 12 on the Coordinating Council, and shall appoint the five repre13 sentatives of State and local government departments or 14 agencies. The State and local government representatives 15 shall serve for terms of five years, staggered so that one vacancy occurs each year. A State or local government representative may be reappointed immediately after serving less than a full term, and may be reappointed after a fiveyear hiatus after serving a full term. (c) The Coordinating Council may appoint such technical consultants as are deemed appropriate for advising the Council in carrying out its functions. SEC. 902. The Coordinating Council is authorized and directed to— (a) assist the Secretary and the Administration 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 76 in carrying out its function of coordinating all Federal prevention, treatment, and rehabilitation efforts to deal with the problems of drug abuse and drug dependence; (b) assist the Administration in carrying out its function of coordinating such Federal efforts with State and local governments; (c) engage in educational programs among Federal employees, and in other appropriate activities, designed to prevent drug abuse and drug dependence; (d) implement programs for the rehabilitation of Federal employees who are drug dependent persons; and (e) develop and maintain any other appropriate activities consistent with the purposes of this Act. TITLE X-GENERAL SEC. 1001. The Secretary may promulgate regulations pursuant to subchapter II of chapter 5 of title 5, United 18 States Code to implement this Act. 19 SEC. 1002. If any section, provision, or term of this Act 20 is adjudged invalid for any reason, such judgment shall not 21 affect, impair, or invalidate any other section, provision, or 22 term of this Act, and the remaining sections, provisions, and terms shall be and remain in full force and effect. 23 24 SEC. 1003. (a) (1) Chapter 175 of title 28, United 25 States Code, chapter 314 of title 18, United States Code, 66-841 O 72 pt. 1 8 77 1 and title III of the Narcotic Addict Rehabilitation Act of 2 1966 (80 Stat. 1438), are repealed. 3 (2) In any case involving an individual committed pur4 suant to such chapter 175, chapter 314, or title III, on or 5 before the date immediately preceding the effective date of 6 the repeal of such chapters and title, such individual shall 7 continue to be subject to the provisions thereof in the same 8 manner and to the same extent as if they had not been 9 repealed. 10 (b) Sections 341, 342, 343, 344, and 345 of the Public 11 Health Service Act, and the provisions of the Act entitled 12 "An Act to amend title 18 of the United States Code to 13 enable the courts to deal more effectively with the problem 14 of narcotic addiction, and for other purposes", approved 15 November 8, 1966 (80 Stat. 1438), other than title V 16 thereof, are repealed. 17 SEC. 1004. There are hereby authorized to be appropri18 ated such sums as may be necessary to carry out the provi19 sions of this Act.
