Senator MCCARRAN. We will consider first the request of the Department of State.

STATEMENT OF HON. WILLIAM BENTON, ASSISTANT SECRETARY OF STATE; ACCOMPANIED BY HARRY KURTH, BUDGET OFFICER; CHARLES M. HULTEN, ACTING DEPUTY DIRECTOR, OFFICE OF INTERNATIONAL INFORMATION AND CULTURAL AFFAIRS; AND JOHN W. G. OGLIVIE, ACTING CHIEF, INTERNATIONAL BROADCASTING DIVISION

Senator MCCARRAN. Now, Mr. Kurth, in what order do you wish to take up the matters pertaining to the State Department?

Mr. KURTH. Mr. Chairman, Assistant Secretary Russell, in charge of Administration, was supposed to start with a general statement this morning. Unfortunately he is ill and is home, running a temperature of over 102°. He has asked me to read his opening statement, then instead of taking the regular program of the Department we are substituting the justification for information and cultural programs. Mr. Benton, Assistant Secretary of State, in charge of that program will follow immediately.

Senator MCCARRAN. Very well.

Mr. KURTH. If you wish me to read the statement I will do so.

LETTER FROM THE SECRETARY OF STATE REQUESTING AMENDMENTS, WITH SUPPORTING JUSTIFICATIONS

Senator MCCARRAN. Very well. Before you do that, pursuant to a communication from the chairman of this subcommittee, addressed to the Secretary of State, I have received his reply under date of May 6, 1946, which reply will go into the record at this point.

Chairman, Subcommittee in charge of the State, Justice, and Appropriation Bill, United States Senate.

MY DEAR SENATOR MCCARRAN: Receipt is acknowledged of your letter of April 9, 1946, in which you request that you be informed of any changes deemed necessary in the State Department appropriation bill for the fiscal year 1947 as reported in the House.

After careful consideration of the bill, it is felt that a number of the items reduced by the House committee below the Budget estimates must be restored if the Department is to be in a position to carry out effectively its responsibilities for the conduct of foreign relations of this Government during the coming year. Accordingly, amendments for the restoration of these items are submitted herewith for your consideration. There are enclosed (1) a statement showing by programs and appropriations, the funds which the Senate is being requested to restore; (2) appendix I, summarizing the amendments proposed to the bill, together with justifications for the revisions in the text of the appropriations; and (3) justifications by programs of the funds which the Senate is being requested to restore.

The estimates for 1947 provided funds not only for continuing the regular activities heretofore carried on by the Department but also for three additional programs which have been transferred to the Department from war agencies, namely, the information and cultural program, the intelligence program, and the foreign economic liquidation program. Therefore, each amendment requested (appendix I) is supported by data to show the program for which it is required and the necessity for its restoration is set forth in the justification of the program (appendix II) for which it is required.

I sincerely appreciate the opportunity you have given to the Department to present these items to your committee for reconsideration. Representatives of the Department will be glad to appear before your committee to present such further testimony in support of the changes indicated as may be desired.
