On behalf of the National Advisory Council on Extension and
Continuing Education, as authorized by Public Law 80-329, I
am privileged as Chairman to submit to you the Second Annual
Report of the Council.

The Council was created by Title I of the Higher Education
Act of 1965 to advise the Commissioner of Education on pro-
gram administration and to review the administration and
effectiveness of all federally supported extension and
continuing education programs.

The Council's report contains eleven recommendations based in
part on five special studies. The recommendations will be
useful in supporting extension and continuing education pro-
grams in higher education.

The Council members are prepared to discuss their findings and
recommendations further with anyone you may designate.

Report of the Council.

The Council was created by Title I of the Higher Education Act
of 1965 to advise the Commissioner of Education on program
administration and to review the administration and effective-
ness of all federally supported extension and continuing
education programs.

This report contains eleven recommendations of the Council, describes the current Community Service and Continuing Education Program, and sets forth the results of five studies commissioned by the Council. These studies have been of significant help in the Council's efforts to delineate the scope of its authority, carry out its duties, and plan for the future.
