PREFACE By observing the growth in the productivity of man in the past years and the increased demand for greater contribution by each individual it is evident that the development of a vocational education program becomes a requirement in the total educational pattern for its contribution if the development of the individual to the full extent of his capacities for living a constructive, productive livelihood is achieved. It may be considered as a necessity in terms of developing an efficient individual to live with himself and to participate in society and as a necessity for the development of an individual for the conservation of the nation's greatest resource, manpower for national defense. Irrespective of the natural resources of a nation, an underdeveloped population prevents the development of the nation as a power, while a highly developed population even in a land of limited natural resources can build a nation into a power. Irrespective of how we wish to view vocational education in this many sided psycho-socio-economic pattern of life, we know the change in this pattern is increasing with greater rapidity. Therefore, if vocational education is to keep its place in the development of man for living and producing in these times ahead, then it must also have built within its structure the ability and capacity to adjust to changing requirements of man's needs. Because the constitution left untouched the activity of education it has been assumed that it was the rights and duties and responsibilities of the state and local governments. On this basis the educational services for the people should be provided by the local level but unfortunately the schools at the local level many times lack the finances and the personnel necessary to bring about the change in education needed to keep it abreast of the changing times. Now from the inception of our nation and particularly the Ordinance of 1787 the Federal Government has played an increasing assisting role in education. The Federal Government through these educational acts in the last decade has provided the great impetus which should produce an immesurable change in vocational education. However, we are a long way from achieving the goals set forth in the acts. Now the State Division of Vocational Education, with the help of the Federal Government and the proximity of the local community, is in a particularly favorable position to provide the kind of leadership which will assist the local schools and communities to provide the quality and quantity of vocational education programs which will meet the needs of all persons in all communities and keep it abreast of the changing world. This report of the projected plans of the Department of Education, Division of Vocational Education was prepared to give direction, with the cooperation of the Federal Government, to leadership activities that will assist the local schools in achieving an expanded and improved program of ii Vocational Education throughout the State adequate to meet and keep abreast of the modern changing pattern of psycho-socio-economic life in Ohio. It should be understood, however, that at the present rate of funding we cannot achieve the educational goals set forth in this plan many years. Our annual projected plan, therefore, cannot change radi call from year to year if we are to achieve our goals. Byrl R.
