AN AGREEMENT

V

This agreement is made by and between the Louisiana State Board of ducation, acting in the capacity of the Louisiana State Board for Vocational ducation in compliance with Sections 1991-5 and 2001-5 of Title 17 of the ouisiana Revised Statutes of 1950, herein represented by its President, bo is and has been duly authorized to execute this agreement for and on ehalf of the Board, and its Executive Officer, who is and has been duly uthorized to administer the terms and conditions of this agreement, and the ouisiana Division of Employment Security, herein represented by its dministrator, who is and has been duly authorized to execute and administer his agreement for and on behalf of the Board of Review of the Division of mployment Security, in compliance with Sections 1651-8 of Title 23 of the ouisiana Revised Statutes of 1950.

This agreement is made and entered into in compliance with the provisions f the Vocational Education Act of 1963, P.L. 880210, regarding State plans nd cooperative activities in vocational training and retraining for unemployed nd underemployed persons of all ages in all communities of the State which is ealistic in the light of actual or anticipated opportunities for gainful mployment.

This agreement provides for the furnishing by the Employment Security ivision to the State Board and local educational agencies of available

to determine educational program needs and the conduct of vocational guidance aptitude tests, other assessment instruments, and counseling programs, and by the State Board and local educational agencies to the Employment Security Division of selected school information on the types of courses available, where given, length, starting dates, and other factors necessary in the conduct of employment counseling and placement function with vocational school graduates or dropouts.

This agreement further includes:

1. Cooperative arrangements for conducting special studies to
collect information not otherwise available about jobs in
fields of work for which vocational training is deemed to
be practicable.

2. Cooperative arrangements for counseling, testing, and placement.

3. Provisions by the State Board for providing information to
local and/or State employment offices of

a supplementary source of referrals to vocational education

This agreement recognizes, that to make the Vocational Education Act of 1963 more effective, through cooperative action, selected functions of each agency must be shared; however, the major responsibility for the conduct of programs of vocational training and guidance and counseling, growing out of

1991. Acceptance of federal act to promote vocational education

The State of Louisiana accepts all of the provisions and the benefits of an act passed by the Senate and House of Representatives of the United States of America, in Congress assembled, entitled, "An Act to provide for the promotion of Vocational education; to provide for cooperation with the States in the promotion of such education in agriculture and the trades and industries; to provide for cooperation with the States in the preparation of teachers of vocational subjects; and to appropriate money and regulate its expenditure," approved February 23, 1917, and will observe and comply with all requirements of said act.

1992. State treasurer as custodian of federal funds

The State treasurer is hereby constituted and appointed the custodian of the moneys paid to the State of Louisiana for vocational education, under the provisions of the act of Congress referred to in R.S. 17:1991, and such moneys shall be paid out in the manner provided by such act for the purposes therein specified.

1993. State board of education as administrative agency

That the state board of education is designated as the state agency for the purpose of carrying into effect the provisions of the said act of Congress and 18 authorized and directed to cooperate with the Federal Board for Vocational Education or the agency designated by the federal government in the administration and enforcement of its provisions and to perform such official acts and exercise such powers as may be necessary to entitle the state of Louisiana to receive its benefits.

1994. Disbursement of federal funds

The board of education has the necessary power to represent the State of Louisiana in any and all matters in reference to the expenditure, distribution and disbursement of funds received from the United States Government, and to appropriate and use the said moneys in whatever way will, in its discretion, best serve the interests of the state and carry out the spirit and intent of the said act of Congress in conformity with its provisions.

1995. Necessary expenditures; board's authority to make

The board of education may make such expenditures for the actual expenses of the board and for the salaries of assistants and for office and other expenses as in its judgment are necessary for the proper administration of this Sub-part.
