FOREWORD

This issue of Bulletin No. 1, "Administration of Vocational Education-Rules and Regulations," revised 1966, supersedes previous editions. It includes the most recent regulations of the Office of Education applicable to vocational education supported under the provisions of the Vocational Education Act of 1963. The Act and its regulations govern training for youth and adults leading to gainful employment in any occupation which is not generally considered to be professional and which does not require a baccalaureate or higher degree.

There are other Federal laws pertaining to vocational education, such as the Manpower Development and Training Act and the National Vocational Student Loan Insurance Act of 1965. However, we have included here only the Federal laws and regulations relating to the administration of vocational education programs in the States and Territories operated by a State board for vocational education under its State plan for vocational education.

Since the Vocational Education Act of 1963 (P.L. 88-210) was signed into law on December 18, 1963, and the first appropriation was authorized on September 19, 1964, the officials of the Office of Education were afforded considerable opportunity and time to plan and develop regulations and procedures. The Advisory Committee on Vocational Education in the Office of Education, as established by Section 9 of the 1963 Act, advised the Commissioner in the preparation of regulations and with respect to policy matters arising in the administration of Part A of the Act. The major steps in developing the current regulations were as follows:

1. In December 1963, the Commissioner and other officials of the Office of Education met in Washington with a national group representing organized labor to review and discuss a preliminary version of the regulations.

2. In January 1964, a similar meeting was held with representatives of business and industry to review and discuss

The Commissioner and other Office of Education officials met in March 1964 with a group representing business, industry, organized labor and with State directors of vocational education, executive officers of State Boards for Vocational Education, representatives of higher education, and other government representatives to review regulations and policy statements with regard to the Vocational Education Act of 1963.

4. In April 1964, a select group from the Office of Education and representatives from the Office of the General Counsel of the Department of Health, Education, and Welfare met for one week to draft the regulations, incorporating the suggestions and recommendations received.

5. At the annual spring conference of State directors of vocational education held in Washington in May 1964, the draft of regulations was again reviewed and refined.

6. The outline of regulations was further refined in August, 1964 at a meeting of State directors of vocational education in Chicago.

7. This draft was presented to the Commissioner of Education and then presented by him to the Secretary of Health, Education, and Welfare for approval.

8. The revised regulations were published in the Federal Register of August 28, 1964, and superseded the policy statements and recommendations in the 1958 edition of "Vocational Education Bulletin No. 1."

This Bulletin is intended for the use of all persons interested in vocational education programs administered by the State Boards for Vocational Education. Such persons include school administrators, members of State Boards for Vocational Education, members of the State advisory councils, State directors of Vocational education, State supervisors, teacher-educators, local administrators and supervisory personnel, and teachers. Although regulations are necessary in administering a program of vocational education, effective planning requires that persons responsible for vocational education consider factors other than these regulations. Some factors significant in operating an effective program of vocational education are (1) employing highly qualified and efficient personnel; (2) relating the program directly to employment opportunities and needs of youth and adults for opportunities in vocational education; (3) analyzing occupations as the bases of specific course content; (4) providing needed facilities and equipment; (5) allowing sufficient time for instruction to

develop skills and judgment for the accepted levels of performance in the student's chosen occupation; and (6) evaluating and continual revising of the program; as well as (7) engaging in needed research, and (8) cooperating with interested groups.
