1 "(iii)" and (B) inserting immediately after the phrase 2 "Peace Corps Act," the following: "or (iv) not in excess 3 of three years during which the borrower is in service as a 4 volunteer under title VIII of the Economic Opportunity 5 Act of 1964,".

6 (b) The amendments made by this section shall not 7 apply to any loan outstanding on the effective date of this 8 Act without the consent of the then obligee institution.

A BILL

To amend the Economic Opportunity Act of 1964 to prevent certain employees of community action agencies and Volunteers in Service to America from engaging in pernicious political activities.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That part A of title II of the Economic Opportunity Act of 4 1964 is amended by inserting immediately after section 211 5 thereof the following new section:

2 "SEC. 211. (a) Any person who is employed by any

3 agency administering or conducting a community action pro

4

gram receiving assistance under this part and whose salary 5 is paid in principal part from funds appropriated pursuant 6 to this part, shall be deemed to be an officer or employee of 7 a State or local agency for the purposes and within the 8 meaning of the Act entitled 'An Act To Prevent Pernicious 9 Political Activities', approved August 2, 1939 (53 Stat. 10 1147), as amended."

11 SEC. 2. (a) Paragraph (1) of section 603 (d) of the 12 Economic Opportunity Act of 1964 is amended by striking 13 out "paragraph (2)" and inserting in lieu thereof "para14 graphs (2) and (3)".

(b) Subsection 603 (d) of such Act is amended by adding at the end thereof the following new paragraph:

"(3) For the purposes of the Act entitled 'An Act To 18 Prevent Pernicious Political Activities', approved August 2,

1939 (53 Stat. 1147), a volunteer under this section shall 20 be deemed to be a person employed in the executive branch

To improve the administration of community action programs, and for other purposes.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That (a) parts A and D of title II of the Economic Oppor4 tunity Act of 1964 are amended

(1) by striking out "Director" in clause (5) of section 202 (a) and inserting in lieu thereof "Secretary of Housing and Urban Development (hereinafter in this part referred to as the 'Secretary')", and by striking out "Director" wherever that word appears in the

other provisions of such part A and inserting in lieu thereof "Secretary";

(2) by inserting "(1)" immediately after "(b)"

in section 205 (b) thereof and adding the following new

paragraph at the end of such section:

4 "(2) No grant or contract authorized under this part

5

may provide for the payment of any salary of a person en

6 gaged in administering or conducting a community action

7

program in excess of the salary paid for comparable work 8 in the area to be served by such program, taking into con9 sideration also the salary paid to local officials in the area."

(3) by adding at the end of section 205 the following new subsection:

"(f) The Secretary is authorized to appoint without

regard to the civil service laws, one or more advisory com14 mittees composed of such private citizens and officials of the 15 Federal, State, and local governments as he deems desirable 16 to advise him with respect to his functions under this part; 17 and members of such committees, other than those regularly 18 employed by the Federal Government, while serving on the 19 business of such committees, shall receive compensation at 20 a rate to be fixed by the Secretary, but not exceeding $100

per day, including travel time; and while so serving away 22 from their homes or regular places of business, they may be

23 allowed travel expenses, including per diem in lieu of subsist

24

ence, as authorized by section 5 of the Administrative Ex
