10.156 FEDERAL-STATE MARKETING IMPROVEMENT PROGRAM

FEDERAL AGENCY: AGRICULTURAL MARKETING SERVICE, DEPARTMENT OF AGRICULTURE

AUTHORIZATION: Agricultural Marketing Act of 1946, Section 204b; 7 U.S.C. 1623(b).

OBJECTIVES: To solve marketing problems at the State and local level through State - Federal cooperation.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Projects may deal in such areas as providing marketing services for improving the marketability of agricultural products, improving economic and physical efficiency of marketing, and assembling and disseminating new and expanded marketing information. State agencies carry out the programs. Federal funds are used for partial financing.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: State Department of Agriculture, or other appropriate State agencies.

Beneficiary Eligibility: Producers, processors, marketing agencies, and consumers.

Credentials/Documentation: A cooperative agreement is entered into between the administering Federal agency and the State agency which makes application. Cost will be determined in accordance with General Services Administration FMC 74-4. APPLICATION AND AWARD PROCESS:

Preapplication Coordination: The standard application forms as furnished by the Federal agency and required by General Services Administration FMC 74-7 must be used for this program. Application Procedure: The State agency submits an application and fund request setting forth specific nature of work to be undertaken and amount of funds required. This request is submitted to the Director of the Federal State Marketing Improvement Program.

Award Procedure: The Director of the Federal - State Marketing
Improvement Program reviews the request and determines the
amount of funds to be granted. Grantee is notified of the amount
awarded by allotment letter. Notification of grant award must also
be made to the designated State Central Information Reception
Agency and the Department of the Treasury on SF 240.
Deadlines: No Deadlines.

Range of Approval/Disapproval Time: Within 30 days.
Appeals: No Formal Appeal Procedure.

Renewals: A project is approved for a period of one year and a new project is submitted for each subsequent fiscal year for which funds are requested.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: States contribute at least half the cost and performs the work with State personnel. Length and Time Phasing of Assistance: Annual. Payments are made to the States on a four-week basis.

POST ASSISTANCE REQUIREMENTS:

OBJECTIVES: Research grants are made for basic and applied
research to further the programs of the Department of Agricul-

ture.

TYPES OF ASSISTANCE: Project Grants.

USES AND USE RESTRICTIONS: Basic and applied research to further the programs of the Department of Agriculture. Areas of research are generally limited to high priority problems of a regional or national scope. Areas currently considered are rural community development, environmental quality, food and nutrition, beef and pork production, pest management, and soybean research.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Grants may be made to State Agricultural Experiment Stations, colleges and universities, institutions and organizations, and to Federal and private organizations and individuals for research to further the the programs of the Department of Agriculture.

Beneficiary Eligibility: Same as applicant eligibility.
Credentials/Documentation: None.

APPLICATION AND AWARD PROCESS:

Preapplication Coordination: Each year a letter is sent to all State Agricultural Experiment Stations, land-grant colleges of 1890, and other cooperating institutions, inviting applications for research projects in specific areas of research. All grant announcements are published in the Federal Register. Application Procedure: Standard department procedures. Proposals/project outlines required including but not limited to title, objectives, plan of work, principal investigator(s) with brief biographical sketch(es) and a list of four or five recent significant publications, facilities and major equipment available, duration (5 year maximum) and budget including grantee's inputs submitted to the headquarters office listed below. Application procedures are published in the Federal Register.

Award Procedure: Proposals are analyzed by independent panels of scientists with results reduced to integral ratings. Administrative analysis of rating, including institutional capabilities and appropriateness yield outstanding proposals that are funded within appropriation limitations. Colleges of 1890 are informed of fund availability when appropriations are made. Notification of grant award must be made to the designated State Central Information Reception Agency and the Department of the Treasury on SF 240.

Deadlines: As announced in the Federal Register for each fiscal year.

Range of Approval/Disapproval Time: one to two months.
Appeals: None.

Renewals: Requests for continued support must be documented as new proposals are considered in equal competition with other pending proposals.

PROGRAM ACCOMPLISHMENTS: Significant accomplishments in 1975 include new practices to lower costs of producing soybeans, more effective means of pest control with reduced environmental hazards from pesticides and providing assistance to the land-grant colleges of 1890 to develop effective programs of research on agricultural and rural problems. The colleges of 1890 have as their primary objective that of developing programs to deal with problems of the rural poor. The primary emphasis to date is developing crop and livestock enterprise for limited-resource farmers, developing nutrition programs to monitor and improve the nutritional status of limited income families, and study means of improving economic opportunities for rural people. 10.202 COOPERATIVE FORESTRY RESEARCH

(McIntire-Stennis Act)

AUTHORIZATION: Cooperative Forestry Research Act of October 10, 1962; Public Law 87-788; 16 U.S.C. 582a-582a-7; Section 506, Educational Amendments of 1972; Public Law 92-318; 16 U.S.C. 582a-7.

OBJECTIVES: To encourage and assist the States in carrying on a program of forestry research at forestry schools. TYPES OF ASSISTANCE: Formula Grants. USES AND USE RESTRICTIONS: Forestry research at certified State institutions in the eight categories which follow: (1) reforestation and management of land for the production of crops of timber and other related products of the forest; (2) management of forest and related watershed lands to improve conditions of waterflow and to protect resources against flood and erosion; (3) management of forest and related rangeland for production of forage and domestic livestock and game and improvement of food and habitat for wildlife;(4) management of forest lands for outdoor recreation; (5) protection of forest lands for outdoor recreation; (5) protection of forest land and resources against fire, insects, diseases, or other destructive agents; (6) utilization of wood and other forest products; (7) development of sound policies for the management of forest lands and the harvesting and marketing of forest products; (8) such other studies as may be necessary to obtain the fullest and most effective use of forest resources. ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Funds are appropriated by Congress for distribution to State institutions certified as eligible by a State

representative designated by the Governor of each State. Funds are apportioned among states by the Secretary of Agriculture after consultation with a National Advisory Board representing not less than seven of the State-certified forestry schools. Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: None. APPLICATION AND AWARD PROCESS: Preapplication Coordination: None.

Application Procedure: No application required for the release of funds but funds can only be expended on projects approved by CSRS.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: The Act provides that the apportionment among states shall be determined by the Secretary after consultation with a National Advisory Board of not less than seven officials of the forestry schools of the State-certified eligible colleges and universities chosen by a majority of such schools. Distribution by formula considering such elements as; (1) area of non-Federal commercial forest land (2) volume of timber cut annually from growing stock, (3) non-Federal funds expended for forestry research. The act limits the Federal payments to amount made available and budgeted from non-Federal sources for expenditure for forestry research.

Length and Time Phasing of Assistance: One year subsequent to year of appropriation. Unobligated balance June 30 carried over for obligation in subsequent year. Funds released monthly or quarterly as needed to finance current operations.

10.203 PAYMENTS TO AGRICULTURAL EXPERIMENT STATIONS UNDER HATCH ACT (Hatch Act)

OBJECTIVES: To support agricultural research at State Agricultural Experiment Stations. Its purpose is to promote efficient production, marketing, distribution, and utilization of products of the farm as essential to the health and welfare of our people and to promote a sound prosperous agriculture and rural life.

TYPES OF ASSISTANCE: Formula Grants. USES AND USE RESTRICTIONS: Moneys appropriated pursuant to this Act shall also be available, in addition to meeting expenses for research and investigations conducted under authority of Section 2, for printing and disseminating the results of such research, retirement of employees subject to the provisions of an Act approved March 4, 1940 (54 Stat. 39), administrative planning and direction, and for the purchase and rental of land and the construction, acquisition, alteration, or repair of buildings necessary for conducting research. The State Agricultural Experiment Stations are authorized to plan and conduct any research authorized under Section 2 of this Act in cooperation with each other and such other agencies and individuals as may contribute to the solution of the agricultural problems involved, and moneys appropriated pursuant to this Act shall be available for paying the necessary expenses of planning, coordinating and conducting such cooperative research.

Applicant Eligibility: Agricultural Experiment Stations identified and
declared eligible by their respective State legislatures. Funds are
appropriated by Congress for distribution to states in accordance
with the statutory formula as stated in the Act.

10.204 RURAL DEVELOPMENT RESEARCH

(Rural Development Act Title V Research) FEDERAL AGENCY: COOPERATIVE STATE RESEARCH SERVICE, DEPARTMENT OF AGRICULTURE AUTHORIZATION: Rural Development Act of 1972 - Title V (Research); Public Law 92-419; 7 U.S.C. 2661-2668. OBJECTIVES: To support rural development research at administratively responsible land-grant institutions and at other private and publicly supported colleges and universities including the landgrant colleges of 1890. Its purpose is to encourage and foster a balanced national development.

TYPES OF ASSISTANCE: Formula Grants.

USES AND USE RESTRICTIONS: Funds appropriated may be used to pay salaries and other expenses of personnel to carry out the functions authorized, to obtain necessary supplies, equipment, services, and rent, repair and maintenance of other facilities needed, but may not be used to purchase or construct buildings. Rural development research shall consist of research, investigations, and basic feasibility studies in any field or discipline which may develop principles, facts, scientific and technical knowledge, new technology, and other information that may be useful to agencies of Federal, State, and local governments, industries in rural areas, Indian Tribes on Federal and State reservations or

other federally recognized Indian Tribal groups, and other organizations involved in rural development programs and activities in planning and carrying out such programs and activities or otherwise be practical and useful in achieving increased rural development. Research shall be coordinated with extension efforts in support of developmental activities provided for under the same Title of the Act.

ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Administration of each State research program shall be the responsibility of the State Agricultural Experiment Station accepting the benefits of the Morrill Act of 1862. Funds may be used to finance programs through or at private and publicly supported colleges and universities other than the institution responsible for administering the programs which includes the land-grant colleges of 1890. Those wishing to participate shall submit program proposals to the institution responsible for administering the program and they shall be responsible for approval of said proposals.

Beneficiary Eligibility: Same as applicant eligibility. Credentials/Documentation: None. APPLICATION AND AWARD PROCESS: Preapplication Coordination: None. Application Procedure: No application necessary but payment of funds shall be contingent upon the Secretary's approval of an annual plan and budget for programs conducted. Funds can only be expended on projects approved by CSRS.

ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: Formula: The Act provides for distribution as follows: (1) 10 percent to States to finance work serving two or more states in which universities in two or more states cooperate or which is conducted by one university to serve two or more states. (2) 20 percent allocated equally among the states; (3) 66 percent to states as follows: one-half in an amount which bears the same ratio as the rural population of the State bears to the total rural population of all the states and onehalf in an amount which bears the same ratio as the farm population of the State bears to the total farm population of all the states. No matching requirement.
