SETTLEMENT

GENERAL TREATY OF INTER-AMERICAN ARBITRATION

El Salvador. On December 28, 1929, the Chargé d'Affaires ad interim of the Republic of El Salvador, Señor Dr. Don Carlos Leiva, deposited at the Department of State the instrument of ratification of the Republic of El Salvador to the general treaty of inter-American arbitration and the protocol of progressive arbitration, signed at Washington at the International Conference of American States on Conciliation and Arbitration, January 5, 1929.

Mexico. On January 8, 1930, the Mexican Ambassador at Washington, Señor Don Manuel C. Téllez, deposited at the Department of State the instrument of ratification of Mexico to the general treaty of inter-American arbitration and the protocol of progressive arbitration. The ratifications of the Dominican Republic and Guatemala having been deposited on September 17, 1929, and October 28, 1929, respectively, the treaty is now in force as between the Dominican Republic, Guatemala, El Salvador, and Mexico.

GENERAL TREATY OF INTER-AMERICAN CONCILIATION 2 Guatemala. On November 15, 1929, the Republic of Guatemala deposited with the Chilean Ministry of Foreign Affairs the instrument of ratification of the general treaty of inter-American conciliation, signed at Washington, January 5, 1929, at the International Conference of American States on Conciliation and Arbitration. The ratification of the United States having been deposited. on March 27, 1929, the treaty is now in force as between the United States and Guatemala.

BILATERAL TREATIES OF ARBITRATION AND CONCILIATION

Poland. By a telegram dated January 4, 1930, the American Chargé d'Affaires ad interim at Warsaw informed the Secretary of State that ratifications of the treaties of arbitration and conciliation between the United States and Poland, signed at Washington, August 16, 1928, were exchanged on January 4, 1930.

The Netherlands. A treaty of arbitration between the United States and the Netherlands was signed on January 13, 1930, by Acting Secretary of State. Mr. Joseph P. Cotton, and the Minister of the Netherlands at Washington. Mr. J. H. van Royen.

The treaty will supersede the Root arbitration treaty of May 2, 1908, between the United States and the Netherlands, which will expire by limitation on March 25, 1930.

The Senate gave its advice and consent to the ratification of this treaty on January 31, 1930.

Latvia. Treaties of arbitration and conciliation between the United States and Latvia were signed on January 14, 1930, by the American Minister at Riga and the Minister for Foreign Affairs of Latvia.

Lithuania. On January 20, 1930, the Acting Secretary of State, Mr. Joseph P. Cotton, and the Lithuanian Minister at Washington, Mr. Bronius Kasimir Balutis, exchanged ratifications of the treaties of arbitration and conciliation, signed November 14, 1928, on behalf of the United States and Lithuania.

Egypt. The treaties of arbitration and conciliation between the United States and Egypt, signed August 27, 1929, were ratified by the President of the United States on January 23, 1930.

Estonia. On January 23, 1930, the President of the United States ratified the treaties of arbitration and conciliation between the United States and Estonia, signed August 27, 1929.

Hungary. Dr. Carlos A. Urueta, eminent Colombian statesman and jurist, has been appointed by the President of the United States as the American nonnational member of the commission provided for under the terms of the conciliation treaty between the United States and Hungary, signed at Washington, January 26, 1929. Dr. Urueta has accepted the appointment with the acquiescence of the Colombian Government.

CHANGES TO BE MADE IN THE LIST OF TREATIES OF THE UNITED STATES FOR THE PROMOTION OF PEACE

On page 40 of the First Supplement of the Bulletin of Treaty Information for June 1929, the treaties of arbitration and conciliation with Lithuania and Poland were included under the heading "Bipartite Treaties Signed but not in Force." They should now be listed on pages 31 and 35, respectively, with treaties in force:

Lithuania: Arbitration treaty

Signed at Washington, November 14, 1928.
Ratifications exchanged January 20. 1930.

Effective" on the date of the exchange of the ratifications."
Proclaimed January 20, 1930.
