GENERAL ACT OF SEPTEMBER 26, 1928 1

The American Ambassador to Italy has informed the Secretary of State that the Council of Ministers in its session on April 15, 1931, approved Italy's adherence to the general act for the pacific settlement of international disputes, signed at Geneva September 26, 1928. It is expected that a bill to this effect will be presented to the Italian Parliament which reconvenes in May.

Latvia

BILATERAL TREATIES OF ARBITRATION AND CONCILIATION

By a despatch dated April 11, 1931, the American Minister to Latvia informed the Secretary of State that he had received a note from the Ministry for Foreign Affairs, dated April 8, 1931, informing him of the appointment by the Latvian Government of its national and nonnational commissioners to the international commission provided for in article 2 of the treaty of conciliation between the United States and Latvia.2

The Latvian national member chosen by the Latvian Government is Mr. Fridrichs Vesmanis, Envoy Extraordinary and Minister Plenipotentiary of Latvia to Great Britain.

The nonnational member is Mr. Rafael W. Erich, Envoy Extraordinary and Minister Plenipotentiary of Finland to Sweden.

PERMANENT COURT OF INTERNATIONAL JUSTICE

ACCEPTANCE OF RESERVATIONS MADE BY CUBA WHEN RATIFYING THE PROTOCOL OF REVISION OF THE STATUTE 3

Greece

The Secretary-General of the League of Nations informed the Secretary of State by a circular letter dated April 13, 1931, that

the permanent delegate of the Government of Greece accredited to the League of Nations had informed him in a communication dated March 20, 1931, that the Hellenic Government had accepted the reservations made by the Government of Cuba when ratifying the protocol concerning the revision of the Statute of the Permanent Court of International Justice and expressed "the hope that the Republic of Cuba may, in future, desire to withdraw these reservations."

Venezuela

By a circular letter dated April 13, 1931, the Secretary-General of the League of Nations also informed the Secretary of State that he had received a communication dated February 25, 1931, informing him that the Government of Venezuela has no objections to make regarding the reservations made by the Government of Cuba when ratifying the protocol concerning the revision of the Statute of the Permanent Court of International Justice.

ARMAMENT REDUCTION

LONDON NAVAL TREATY OF 1930

The Acting Secretary of the Navy informed the Secretary of State by a note dated March 2, 1931, of the completion of the U.S.S. Augusta on January 30, 1931.

In accordance with article 10 of the London naval treaty, the following information in respect of the vessel was furnished to the Governments of France, Great Britain, and Japan:*

Classification: cruiser

Standard displacement: 9,050 tons (9,195 metric tons)
Length at water line: 569 feet

Extreme beam at or below water line: 66 feet

Mean draft at standard displacement: 16 feet, 4 inches
Caliber of largest gun: 8 inches

Colombia

RENUNCIATION OF WAR

On May 28, 1931, Señor Doctor Fabio Lozano, Envoy Extraordinary and Minister Plenipotentiary of Colombia to the United States, deposited with the Department of State the instrument of definitive adherence of the Government of Colombia to the treaty for the renunciation of war, signed at Paris, August 27, 1928. Colombia is the 59th party to the treaty.5
