British Dominions beyond the Seas, Emperor of India, His Majesty the King of Italy and His Majesty the Emperor of Japan, the original of which treaty, being in the French and English languages, is word for word as follows:

[Here follows the text of the treaty."]

AND WHEREAS it is provided in Article 24 of the said treaty that as soon as the ratifications of the United States of America, of His Majesty the King of Great Britain, Ireland and the British Dominions beyond the Seas, Emperor of India, in respect of each and all of the members of the British Commonwealth of Nations as enumerated in the preamble of the said treaty, and of His Majesty the Emperor of Japan, have been deposited, the treaty shall come into force in respect of the said High Contracting Parties;

AND WHEREAS the ratification by the United States of America, subject to the understandings, set forth therein, that there are no secret files, documents, letters, understandings or agreements which in any way, directly or indirectly, modify, change, add to, or take from any of the stipulations, agreements or statements in said treaty, and that excepting the agreement brought about through the exchange of notes between the Governments of the United States of America, Great Britain and Japan having reference to Article 19, there is no agreement, secret or otherwise, expressed or implied, between any of the parties to said treaty as to any construction that shall hereafter be given to any statement or provision contained therein, the ratifications by His Majesty the King of Great Britain, Ireland and the British Dominions beyond the Seas, Emperor of India, in respect of the United Kingdom of Great Britain and Northern Ireland and all parts of the British Empire which are not separate members of the League of Nations, the Dominion of Canada, the Commonwealth of Australia, the Dominion of New Zealand, the Union of South Africa and India, and the ratification by His Majesty the Emperor of Japan, were deposited at London on the 27th day of October, one thousand nine hundred and thirty, and the ratification by His Majesty the King of Great Britain, Ireland and the British Dominions beyond the Seas, Emperor of India, in respect of the Irish Free State, was deposited at London on the thirty-first day of December, one thousand nine hundred and thirty;

AND WHEREAS the said treaty has thus come into force in respect of the United States of America, His Majesty the King of Great Britain, Ireland and the British Dominions beyond the Seas, Emperor of India, and His Majesty the Emperor of Japan;

NOW, THEREFORE, BE IT KNOWN THAT I, HERBERT HOOVER, President of the United States of America, have caused the said treaty to be made public to end that the same and every article and clause thereof may be observed and fulfilled with good faith by the United States of America and the citizens thereof.

IN TESTIMONY WHEREOF, I have hereunto set my hand and caused the seal of the United States of America to be affixed.

FIRST GENERAL CONFERENCE FOR THE LIMITATION AND REDUCTION OF ARMAMENTS

The Council of the League of Nations has issued a call for the First General Conference for the Limitation and Reduction of Armaments to be convened on February 2, 1932. Geneva has been named as the place for the holding of the conference, provided adequate facilities, such as hotels, meeting places, and telegraph lines are offered.

The text of the draft convention of the Preparatory Commission for the Disarmament Conference 12 which will be submitted to the First General Conference for the Limitation and Reduction of Armaments is given in full beginning on page 12 of this issue of the Bulletin.

ARMS TRAFFIC

CONVENTION FOR THE SUPERVISION OF INTERNATIONAL TRADE IN ARMS

Denmark

By note dated December 11, 1930, the French Ministry for Foreign Affairs informed the American Ambassador at Paris that the King of Denmark, on August 17, 1930, ratified the declaration concerning the Territory of Ifni, which declaration was signed at Geneva, June 17, 1925, at the same time that he ratified the convention for the supervision of international trade in arms.13 The ratification by Denmark of the declaration is conditional on ratification by Sweden and Switzerland.

RESTRICTION OF WAR

CONVENTION FOR THE AMELIORATION OF THE CONDITION OF THE SICK AND WOUNDED OF ARMIES IN THE FIELD AND CONVENTION RELATING TO THE TREATMENT OF PRISONERS OF WAR

By note of January 8, 1931, the Swiss Minister at Washington informed the Secretary of State that the instruments of ratification by the Swiss Government of the convention for the amelioration of the condition of the sick and wounded of armies in the field and of the convention relating to the treatment of prisoners of war, signed at Geneva, July 27, 1929, were deposited at Berne on December 19, 1930.14

Article 33 of the convention for the amelioration of the condition of the sick and wounded of armies in the field and Article 92 of the convention relating to the treatment of prisoners of war provide that the conventions, respectively, become effective six months after the deposit of at least two instruments of ratification. As the instru ments of ratification by Spain of these conventions were deposited on August 6, 1930, both conventions will enter into force on June 1931.

EXTRADITION

TREATY BETWEEN THE UNITED STATES AND GERMANY

On January 26, 1931, the President ratified the treaty of extradition between the United States and Germany, signed at Berlin, July 12, 1930.1

LIQUOR

TREATY BETWEEN THE UNITED STATES AND PANAMA FOR THE PREVENTION OF SMUGGLING OF INTOXICATING LIQUORS

By telegram of January 19, 1931, the American Minister at Panama informed the Secretary of State of the receipt of a note from the Minister for Foreign Affairs of Panama dated January 17, 1931, in which the Panamanian Government revokes its notice of denunciation given on July 22, 1930, of the treaty between the United States and Panama for the prevention of the smuggling of intoxicating liquors, signed at Washington, June 6, 1924. The treaty, therefore, remains in force.

NATURALIZATION

TREATY BETWEEN THE UNITED STATES AND ALBANIA

By telegram of January 21, 1931, the American Minister at Tirana informed the Secretary of State that a treaty of naturalization between the United States and Albania was signed on January 21, 1931.

Negotiations looking toward the conclusion of the agreement were instituted pursuant to a joint resolution of Congress, approved by the President May 28, 1928, requesting the President to endeavor to negotiate treaties, where there are none in force, providing that persons born in the United States of foreign parentage, or naturalized American citizens, shall not be held liable for military service or any other act of allegiance while in the territory of the other power.2

INTERNATIONAL SLAVERY CONVENTION

Switzerland

By note dated December 24, 1930, the Acting Legal Adviser of the Secretariat of the League of Nations informed the Secretary of State that he had received a communication dated December 20, 1930, from the Chief of the Federal Political Department, stating that the Swiss Federal Council sees no objection to the reservation made by the Government of the United States on the occasion of its accession to the international slavery convention, signed at Geneva, September 25, 1926.3
