GENERAL CONVENTION OF INTER-AMERICAN CONCILIATION

Colombia

On November 26, 1930, the President of Colombia signed the act of Congress passed on November 14, 1930, approving the general convention of inter-American conciliation, concluded at Washington on January 5, 1929.1

Costa Rica

INTERNATIONAL CENTRAL AMERICAN TRIBUNAL

The Honorable James M. Beck, of the United States House of Representatives, has informed the Secretary of State of his acceptance of the designation of the Government of Costa Rica as a member of its panel of jurists for the International Central American Tribunal instituted under the convention for the establishment of an International Central American Tribunal, signed at Washington, February 7, 1923.

According to the provisions of the convention establishing the tribunal, the terms of jurists are to be for a period of five years, counted from the date when their appointment shall have been communicated to the Ministry of Foreign Affairs of Honduras.2

China

BILATERAL TREATIES OF ARBITRATION AND CONCILIATION

On December 10, 1930, the Senate of the United States gave its advice and consent to the ratification of the treaty of arbitration between the United States of America and the Republic of China, signed at Washington, June 27, 1930. The President ratified this treaty on December 20, 1930.3

Estonia

The Government of the United States and the Government of Estonia have reached an agreement to appoint Count H. Carton de Wiart, Minister of State of Belgium, as joint commissioner under the terms of the treaty of conciliation between the United States and Estonia, signed at Tallinn, August 27, 1929.3

The Government of Honduras has ratified the convention for the establishment of this tribunal, but has not yet appointed its panel of jurists. The Government of El Salvador has not ratified the convention.

By telegram of December 4, 1930, from the American Ambassador at Buenos Aires, the Secretary of State was informed that Dr. Saavedra Lamas, former chairman of the Foreign Relations Committee of the Lower House of the Argentine Congress, has accepted. the invitation of the President of the United States to act as nonnational commissioner on the part of the United States on the international commission constituted under the above treaty.

Hungary

In a despatch of November 10, 1930, the American Embassy at Mexico City communicated to the Secretary of State the information that Señor Licenciado Don Fernando González Roa has accepted the invitation of the Governments of the United States and Hungary to act as joint commissioner under the treaty of conciliation between the United States and Hungary, signed at Washington, January 26,

1929.

Poland

The Secretary of State has received a communication from the Polish Chargé d'Affaires stating that the Government of Poland has appointed Mr. Jan Mrozowski, Chairman of the Polish Delegation to the Commission of Reparations, and General Johan Laidoner, former delegate of Estonia to the League of Nations, respectively national and non-national commissioners of Poland on the International Commission provided for by the treaty of conciliation between the United States and Poland, signed at Washington, August 16, 1928.5

The Government of the United States has appointed the Honorable George W. Wickersham and General the Honorable J. B. M. Hertzog, Prime Minister of the Union of South Africa, as national and non-national commissioners, respectively. The Governments of the United States and Poland have appointed the Honorable Georg Cohn, Counselor on International Law of the Ministry of Foreign Affairs of Denmark, as joint commissioner. The membership of the Commission is now complete.

PERMANENT COURT OF INTERNATIONAL JUSTICE

On December 10, 1930, the President transmitted to the Senate, with request for advice and consent to the ratification thereof, the protocol of signature of the Statute of the Permanent Court of International Justice, signed at Geneva, December 16, 1920; the protocol. *See Bulletin No. 4, January, 1930, p. 1.
