NAVIGATION

By decree No. 5814 of October 14, 1930, the President of Brazil approved the following conventions:

International convention for unification of rules concerning the limitation of responsibility of ship outfitters or owners of maritime craft, signed at Brussels, August 25, 1924; International convention for the unification of certain rules concerning maritime privileges and mortgages, signed August 25, 1924, and revised April 10, 1926;

International convention for the unification of certain rules concerning immunity of state-owned vessels, signed at Brussels, April 10, 1926.

Colombia

POSTAL

UNIVERSAL POSTAL CONVENTION

By despatch dated October 31, 1930, the American Minister at Bogotá informed the Secretary of State that Law No. 18 of October 21, 1930, approving the seven acts signed at London, June 28, 1929, by the delegates to the Universal Postal Congress, namely:

(1) Universal postal convention and protocol;

(2) Arrangement and protocol concerning letters and parcels
of declared value;

(3) Arrangement and protocol concerning parcels post;
(4) Arrangement concerning postal money orders;

(5) Arrangement concerning collections of accounts, etc.,
through the post;

(6) Arrangement regulating transfers of postal cheque accounts;

(7) Arrangement governing subscription to newspapers and periodicals through the post;

was published in El Diario Oficial of Colombia, October 25, 1930.

The ratification of Egypt has not yet been deposited, but the convention and the subsidiary agreements with the exception of "F"-have been applied by the Egyptian Government as from July 1, 1930, pending ratification.

No notification has been received by the Department of State of the deposit of ratifications of China, Colombia, Germany, and Rumania, which have been reported as having ratified the convention.2

Under the provisions of Article 11 of the final protocol of the universal postal convention, the Paraguayan Government has notified the Government of Great Britain of its adherence, as of June 29, 1930, to the convention and subsidiary agreements.

RADIO

INTERNATIONAL RADIOTELEGRAPH CONVENTION

Brazil

By decree No. 5815 of October 14, 1930, the President of Brazil approved the international radiotelegraph convention and the general and supplementary regulations relating thereto, signed at Washington, November 25, 1927.

Colombia

On October 27, 1930, the President of Colombia signed Law No. 23 approving the international radiotelegraph convention and the general and supplementary regulations relating thereto, signed at Washington, November 25, 1927.3

Cuba

The American Ambassador at Habana informed the Secretary of State on November 18, 1930, that the international radiotelegraph convention and the general and supplementary regulations relating thereto, signed at Washington, November 25, 1927, which were approved by the Cuban Senate on April 8, 1930, and ratified and proclaimed by the President of Cuba on June 30, 1930, were published in a supplement to the Gaceta Oficial of Cuba, November 5, 1930.

The Cuban instrument of ratification has not yet been deposited with the Department of State at Washington.

Rumania

On November 3, 1930, the Rumanian Chargé d'Affaires ad interim at Washington, Mr. F. C. Nano, transmitted to the Secretary of State for deposit in the archives of the Department of State the

instrument of ratification by Rumania of the international radiotelegraph convention and the general and supplementary regulations relating thereto, signed at Washington, November 25, 1927. The day of the receipt of the instrument at the Department of State, namely, November 4, 1930, has been noted by the Department as the date on which the ratification took effect.

STATISTICS

INTERNATIONAL CONVENTION AND PROTOCOL CONCERNING ECONOMIC STATISTICS

The international convention concerning economic statistics provides in Article 14 that it shall come into force on the ninetieth day following the receipt by the Secretary-General of the League of Nations of ratifications or accessions on behalf of not less than ten members of the League of Nations or non-member states.

The instruments of ratification of Bulgaria, Denmark, Egypt, Great Britain and Northern Ireland, the Irish Free State, Norway, Sweden, Switzerland and the Union of South Africa having been deposited with the Secretariat of the League of Nations, as well as the instrument of accession of Canada, the convention will come into force on December 14, 1930, the ninetieth day after the date of the deposit of the instrument of ratification of the Irish Free State. The Irish Free State deposited its instrument of ratification on September 15, 1930.*

Arbitration treaty between the United States and China; signed at Washington June 27, 1930; submitted to the Senate June 28, 1930. Convention between the United States and Canada for the protection, preservation and extension of the sockeye salmon fisheries of the Fraser River system; signed at Washington May 26, 1930; submitted to the Senate May 29, 1930.

Convention between the United States and Canada for the preservation of the halibut fishery of the northern Pacific Ocean and Bering Sea; signed at Ottawa May 9, 1930; submitted to the Senate May 21, 1930.

International convention for the safety of life at sea; signed at London May 31, 1929; submitted to the Senate December 17, 1929.

General inter-American convention for trade mark and commercial protection and a protocol on inter-American registration of trade marks; signed February 20, 1929, at Washington; submitted to the Senate May 10, 1929.

Treaty of friendship, commerce, and consular rights between the United States and Norway; signed June 5, 1928, and an additional article signed at Washington on February 25, 1929; submitted to the Senate February 27, 1929.
