Agreements relating to exportation of hides, skins, and bones. - PROMOTION OF PEACE ARBITRATION, CONCILIATION, AND JUDICIAL GENERAL TREATY OF INTER-AMERICAN ARBITRATION 1 Guatemala On October 28, 1929, the Minister of Guatemala, Señor Dr. Don Adrian Recinos, deposited at the Department of State the instrument of ratification of Guatemala to the general treaty of interAmerican arbitration and the protocol of progressive arbitration, signed at Washington at the International Conference of American States on Conciliation and Arbitration, January 5, 1929. Under Article 9 of the treaty, it enters into effect for the high contracting parties "in the order that they deposit their ratifications." The ratification of Guatemala is the second to be deposited with the Department of State, the Dominican Republic having deposited its ratification on September 17, 1929. Accordingly, the treaty is now in force as between the Dominican Republic and Guatemala. Mexico On October 29, 1929, the Mexican Foreign Office informed the American Ambassador that the Mexican Senate had approved the general treaty of inter-American arbitration and the protocol of progressive arbitration, signed January 5, 1929. This completes the required legislative action as in Mexico the lower house of the Congress does not pass upon treaties. A number of countries, including the Dominican Republic, Guatemala, and Mexico, signed the general treaty of inter-American arbitration with reservations. The protocol of progressive arbitration affords a method of abandoning reservations should a country making them at any time so desire. 'See the bulletin for September 1929, p. 1. GENERAL TREATY OF INTER-AMERICAN CONCILIATION 2 Mexico. On October 29, 1929, the Mexican Foreign Office informed the American Ambassador that the Mexican Senate had approved the general treaty of inter-American conciliation, signed January 5, 1929, at the International Conference of American States on Conciliation and Arbitration at Washington. BILATERAL TREATIES OF ARBITRATION AND CONCILIATION Germany. On October 15, 1929, the German Embassy at Washington informed the Secretary of State that Dr. jur. Ernst von Simson, States Secretary unattached, had been appointed in the capacity of German member of the Permanent International Commission to be formed in pursuance of the terms of the AmericanGerman conciliation treaty of May 5, 1928. Portugal. On October 31, 1929, the Portuguese Minister at Washington, Viscount d'Alte, and the Undersecretary of State exchanged ratifications of the treaty of arbitration signed at Washington on behalf of the United States and Portugal March 1, 1929, and the treaty simultaneously came into force. CHANGE TO BE NOTED IN THE LIST OF TREATIES OF THE UNITED STATES FOR THE PROMOTION OF PEACE On page 40 of the First Supplement of the Bulletin of Treaty Information, June 1929, the arbitration treaty with Portugal is included under the heading "Bipartite Treaties Signed but not in Force." It should now appear on page 35 among the treaties in force: Portugal: Arbitration treaty S'gned at Washington, March 1, 1929. Ratifications exchanged October 31, 1929.
