1 not less than thirty days thereafter to submit written data or 2 comments. Except as provided in this subsection, the Admin3 istrator may, upon the expiration of such period and after con4 sideration of all relevant matter presented, promulgate such 5 regulations with such modifications as he deems appropriate. "(3) On or before the last day of any period fixed for 7 the submission of written data or comments under para8 graph (2), any interested person may file with the Admin9 istrator written objections to a proposed regulation, stating 10 the grounds therefor and requesting a public hearing on such 11 objections. As soon as practicable after the period for filing 12 such objections has expired, the Administrator shall publish 13 in the Federal Register a notice specifying the proposed 14 regulations to which such objections have been filed and 15 hold a public hearing to receive relevant evidence. Within 16 sixty days after completion of the hearings, the Adminis17 trator shall make findings of fact which shall be public. The 18 Administrator may promulgate such regulations with such 19 modifications as he deems appropriate. In the event the 20 Administrator determines that a proposed regulation should 21 not be promulgated or should be modified, he shall within 22 a reasonable time publish the reasons therefor.

"(4) The Administrator shall not promulgate any 24 regulations or part thereof to which the Governor of any 25 State has filed written objections on the basis that such

1 regulations will permit discharges of wastes into or upon 2 waters beyond the contiguous zone which will adversely

3 affect the public health and welfare or the waters, shorelines, 4 or natural resources of such State.

5 "(5) Whenever waste discharges under regulations 6 issued under this subsection are permitted, such wastes and 7 the effects on the environment shall be monitored for such 8 periods as may be appropriate by the owner or operator 9 permitted to make such discharges at his expense and the 10 reports thereof shall be available to the public.

11 "(e) Pending the promulgation of regulations pursuant 12 to subsection (d) of this section designating water arcas 13 beyond the contiguous zone where wastes may be discharged,

any owner or operator of a vessel or onshore or offshore fa15 cility authorized under any other provision of law on the effec16 tive date of this section to discharge wastes into the waters 17 beyond the contiguous zone may continue to discharge such

wastes, except that such owner or operator shall not dis

charge such wastes within 100 nautical miles of the United 20 States. The Administrator shall provide financial assistance in 21 the form of grants to any municipality, State, or other politi22 cal subdivision of a State to cover any actual increase in

costs incurred by such municipality, State, or other political

subdivision thereof in complying with the provisions of this

25 subsection and the Administrator shall promptly act to estab

1 lish reasonable procedures for determining such costs and

2 providing such assistance.

"(f) In furtherance of the purpose of this Act, the 4 Administrator shall from time to time study, collect, evaluate, 5 and publish data on water temperatures and salinity, cur6 rents, waste discharges, the effects of such discharges on the 7 environment, and such other information as he deems appro8 priate. The Administrator may enter into contracts with, and 9 make grants to, public and private agencies and organizations 10 and individuals in carrying out the provisions of this sub11 section. No research, demonstrations, studies, or experiments 12 shall be carried out, contracted for, sponsored, cosponsored, or authorized under this section, unless all information, uses, products, processes, patents, and other developments result

ing therefrom, with such exception and limitation, if any, as the Administrator may find to be necessary in the public interest, be available to the general public.

"(g) The Administrator shall make grants available to any State, municipality, or other political subdivision of a

State in the percentages specified in section 8 of this Act for 21 the construction of treatment works annually to provide

financial assistance to them for the costs of transporting on,

and discharging from, vessels wastes into or upon waters

beyond the contiguous zone in accordance with applicable

25 regulations issued under this section. The Administrator

1 shall not provide any such financial assistance unless he 2 determines that such wastes will receive, in order to prevent 3 any damage to such waters and the total environment, treat4 ment before such discharge by means and measures that 5 utilize the most advanced treatment technology available."

Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled, 3 That the Federal Water Pollution Control Act, as amended 4 (33 U.S.C.A. 1151 et seq.) is further amended as follows: SECTION 1. Section 7 of the Act is amended to read as
