CONCLUSION

As envisioned by the framers of the legislation, the Older Americans Act was intended to be the tool that would provide assistance, direction, guidance, and advocacy for older Americans. The program's service delivery system is designed to magnify the effects of dollars spent. Instead of providing services and assistance directly, the State and area agencies on aging in a catalytic way draw upon and coalesce the benefits of other programs and the resources of local public and nonprofit private organizations. Multiplication of benefits through cooperation and coordination is the key concept in the older Americans program. Congress will in the future, as it has in the past, examine the Older Americans Act for conceptual and mechanical soundness, and the extent to which its objectives are being realized.
