CARDWELL, DEPARTMENT DEPUTY COMPTROLLER Mr. FOGARTY. The committee will come to order. We have before us this morning the new Surgeon General, Dr. Stewart. Although you are well known to the committee, for the benefit of the record give us your background before starting your statement? Dr. STEWART. Thank you, Mr. Chairman. BIOGRAPHY OF SURGEON GENERAL Dr. STEWART. I was born in Minneapolis, Minn., and I attended the University of Minnesota and Louisiana State University. I got my M.D. degree from Louisiana State University School of Medicine in 1945. I interned at Philadelphia General Hospital, and then I went into the Army and spent about 2 years with the Army Medical Corps. Mr. FLOOD. Why did you go from Minnesota to Louisiana? Humphrey did the same thing. Is there some liaison between the Gophers and the Sugar Caners? Dr. STEWART. Pure coincidence. My father became head of Pediatrics at the Louisiana School of Medicine in 1941 just before I was going into medical school. After my Army tour I went back to New Orleans Charity Hospital and had a residency in pediatrics. I entered private practice in pediatrics in Alexandria in 1950. Mr. FLOOD. How old are you now? Dr. STEWART. Forty-four, sir. I entered the Public Health Service in 1951. I was certified by the American Board of Pediatrics in 1963. Mr. FLOOD. How many stripes do you rate? Dr. STEWART. Two stars, sir. I started my career in the Public Health Service on a field station in Thomasville, Ga., conducting the epidemiological studies on diarrheal diseases and typhus fever. I came to Washington toward the end of 1953 and the next 4 years I was either with the National Heart Institute or the heart disease control program with the Bureau of State Services. Mr. FLOOD. Then you and Mr. Fogarty are old friends, are you not? Dr. STEWART. The next 8 years I spent in various staff capacities, first as Assistant to the Surgeon General, then as Chief of the Division of Public Health Methods, which is the Planning Division in the Surgeon General's Office, and later in the Secretary's Office in the |
