Today the subcommittee will receive testimony from Mr. Elmer B. Staats, Comptroller General of the United States, and Mr. Thomas F. McBride, Inspector General of the Department of Agriculture, on their recommendations concerning programs financed. in the 1981 agriculture appropriations bill. This is the third year that this subcommittee has considered the various audit reports and recommendations for program changes and reforms. These sessions have been extremely useful and have resulted in specific legislative recommendations which we have incorporated in our bills. Because of the extensive scope of responsibilities and depth of coverage of GAO and the Inspector General, your views will continue to carry significant weight.
