The decrease of $5,534,255 will provide approximately 98.5% of the previous years level of funding but will leave the distribution of these funds up to each State's own assessment of needs rather than earmarking the monies for specific programs. Eliminating mandatory use of funds should provide greater efficiency to offset the decrease. The decrease of $23,488,926 18 coupled with a consolidation of grant programs permitting each State to determine its own area of research emphasis and innovation. The discretionary parts of the research program and innovation, and curriculum development will be continued. |
