Committee expressed concern about the lag and low level of EPSDT implementation in States, despite some penalties being taken. Also, concern was expressed about 1) lack of follow-up systems to assure and document diagnosis and treatment; 2) inability to develop and monitor providers State-wide: 3) incomplete data on number of eligible children.

Despite continuing problems in some States, FY 1975 figures indicate a steadily increasing number of children screened each quarter. We expect this trend to continue. Penalty regulations are under revision to clarify basic program requirements. Two other activities are underway to correct data and tracking problems: 1) Statistical reporting requirements are being revised to include eligibles, diagnosis and treatment, and costs. 2) A general systems design of a State-oriented EPSDT management information system will be available to assist States in 1976.
