VOLUNTEER UNITED STATES OFFICERS AND SOLDIERS IN THE WAR WITH SPAIN

Mr. BEITER, from the committee of conference, submitted the

CONFERENCE REPORT

[To accompany H. R. 2904]

The committee of conference on the disagreeing votes of the two Houses on the amendments of the Senate to the bill (H. R. 2904) for the relief of officers and soldiers of the volunteer service of the United States mustered into service for the War with Spain and who were held in service in the Philippine Islands after the ratification of the treaty of peace, April 11, 1899, having met, after full and free conference, have agreed to recommend and do recommend to their respective Houses as follows:

That the House recede from its disagreement to the amendment of the Senate and agree to the same.

STATEMENT OF THE MANAGERS ON THE PART OF THE HOUSE

The managers on the part of the House at the conference on the disagreeing votes of the two Houses on the amendment of the Senate to the bill (H. R. 2904) for the relief of officers and soldiers of the volunteer service of the United States mustered into service for the War with Spain and who were held in service in the Philippine Islands after the ratification of the treaty of peace, April 11, 1899, submit the following statement in explanation of the effect of the action agreed upon and recommended in the accompanying conference report as to the Senate amendment, namely:

The amendment as proposed by the Senate provides that no benefits shall accrue under any provision of this act to any person whose claim is based upon the service of any such officer or soldier discharged in the Philippine Islands at his own request. The managers on the part of the House agree to the amendment of the Senate.

Mr. O'NEILL of New Jersey, from the Committee on Interstate and Foreign Commerce, submitted the following

REPORT

[To accompany S. 8149]

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (S. 3149), authorizing the Interstate Bridge Commission of the State of New York and the Commonwealth of Pennsylvania to reconstruct, maintain, and operate a free highway bridge across the Delaware River between points in the city of Port Jervis, Orange County, N. Y., and the Borough of Matamoras, Pike County, Pa., having considered the same, report thereon with a recommendation that it pass.

The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached, addressed to the chairman of the Senate Committee on Commerce.

So far as the interests committed to this Department are concerned, I know of no objection to the favorable consideration of the accompanying bill, S. 3149, Seventy-fifth Congress, second session, authorizing the Interstate Bridge Commission of the State of New York and the Commonwealth of Pennsylvania to reconstruct, maintain, and operate a free highway bridge across the Delaware River between points in the city of Port Jervis, Orange County, N. DEAR SENATOR: Receipt is acknowledged of your letter of December 21, transmitting a copy of a bill, S. 3149, with request that the committee be furnished with such suggestions touching its merits and the propriety of its passage as the Department might deem appropriate.

This bill would authorize the Interstate Bridge Commission of the States of New York and Pennsylvania to construct, maintain, and operate a free highway bridge and approaches thereto across the Delaware River between points in the city of Port Jervis, Orange County, N. Y., and the borough of Matamoras, Pike County, Pa.

The bill is without objection so far as this Department is concerned.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (S. 3213) to amend the act entitled "An act authorizing the Oregon-Washington board of trustees to construct, maintain, and operate a toll bridge across the Columbia River at Astoria, Clatsop County, Oreg.", approved June 13, 1934, as amended, having considered the same, report thereon with a recommendation that it pass. The bill has the approval of the War and Agriculture Departments, as will appear by the letters attached, addressed to chairman of the Senate Committee on Commerce, and printed in Senate Report No. 1412 of the Seventy-fifth Congress.

DEAR SENATOR COPELAND: The Department is in receipt of your letter of January 12, 1938, enclosing a copy of S. 3213, Seventy-fifth Congress, third session, entitled "A bill to amend the act entitled 'An Act authorizing the OregonWashington board of trustees to construct, maintain, and operate a toll bridge across the Columbia River at Astoria, Clatsop County, Oreg.,' approved June 13, 1934, as amended," and requesting such suggestions as the Department may deem proper touching the merits of the bill and propriety of its passage.

The bill proposes to amend the act of June 13, 1934, entitled "An act authorizing the Oregon-Washington bridge board of trustees to construct, maintain, and operate a toll bridge across the Columbia River at Astoria, Clatsop County, Oreg., approved June 13, 1934, as amended," so as to empower the board of trustees to issue bonds or other securities payable from and secured by bridge revenues for the purpose of financing the construction of said bridge.
