1 2 3 4 5 6 7 8 9 10 11 12 13 2 (1) presidential preference primaries, popular elec tion of delegates, and caucus selection of delegates have become integral parts of the process of electing the chief executive of the land; (2) orderly regulation of the process is necessary to fulfill the Constitutional requirement for the Congress to determine the time of choosing presidential electors and the manner in which they cast their votes; and (3) establishment of an orderly system of conducting presidential primaries and caucuses is necessary to promote the general welfare and to insure domestic tranquility. 14 SEC. 3. REGIONAL PRIMARY ELECTIONS AND CAUCUSES. 15 (a) SELECTION OF DELEGATES TO CONVENTIONS.— 16 The delegates to each national convention for the nomination 17 of candidates of a political party for the offices of President 18 and Vice President shall be selected by primary election or 19 by caucus, as provided by State law. Such State law shall 20 conform to the requirements of the national political execu21 tive committee and the national nominating convention of the 22 political party involved. 23 (b) TIMING OF PRIMARY ELECTIONS AND CAUCUS 24 Es.-The primary elections and caucuses referred to in sub 25 section (a) shall be conducted HR 3542 IH1S 1 2 3 4 5 6 7 3 (1) in 10 regions (comprised of entire States), with primary elections and caucuses to be conducted in 2 regions (selected by lot by the Federal Election Com mission) on each day referred to in paragraph (2); and (2) in 2 regions on the first Tuesday in February of each presidential election year and in 2 regions at the end of each of the next 4-week intervals. 8 The Federal Election Commission shall assure, to the great9 est extent practicable, that primary elections and caucuses 10 are not conducted in contiguous regions on the same day. 11 (c) ESTABLISHMENT OF REGIONS.-The regions re12 ferred to in subsection (b) are as follows: Region 1. Alaska, Washington, Oregon, Idaho, and Montana. Region 2. Hawaii, California, Nevada, Utah, Arizona, and Guam. Region 3. North Dakota, South Dakota, Wyoming, Nebraska, and Colorado. Region 4. Tennessee, Mississippi, Alabama, Georgia, Florida, Puerto Rico, and the Virgin Islands. 10 SEC. 4. FEDERAL FUNDING OF PRESIDENTIAL PRIMARY 11 12 ELECTIONS. The cost of each presidential primary election conducted 13 under this Act shall be paid from the general fund of the 14 Treasury. There are authorized to be appropriated such 15 amounts as may be necessary to carry out the preceding 16 sentence. 17 SEC. 5. REGULATIONS. 18 The Federal Election Commission shall prescribe such 19 regulations as may be necessary to carry out this Act. 20 SEC. 6. DEFINITION. 21 As used in this Act, the term "State" means a State of 22 the United States, the District of Columbia, the Common23 wealth of Puerto Rico, the Territory of Guam, and the Terri24 tory of the Virgin Islands.
