This afternoon we shall direct our attention to the National Ocean: and Atmospheric Administration. We shall insert at this point in tł record pages NOAA-2 through NOAA-8 of the justifications. [The justification pages referred to follow:]

Ocean fisheries and living marine resources - 1977 increases will provide for additional resource surveys and a data analysis program to utilize expanded MARMAP survey information. Other 1977 increases will provide for expansion of porpoise studies and increased support for the marine recreational fishing program. In 1977 administrative support to the Federal Ship Financing Fund will be funded by fees from participating vessel owners.

Marine ecosystems analysis and ocean dumping - The increase in 1977 will provide evaluation and assessment of the impact of ocean dumping upon the marine environment. A decrease is requested in the Marine Ecosystem Analysis (MESA) Regional study of the New York. Bight Area.

Marine technology -- In 1977, the increase will provide for the establishment of the NOAA Marine Mineral program to direct United States technology, resources and legislation to an environmentally sound and economically feasible marine mining endeavor.

Sea Grant - No increase is requested.

Basic environmental services -- A 1977 increase will provide for increased capacity of the communications computer at the National Meteorological Center.

Environmental satellite services - The 1977 increases will provide for continued procurement of the ITOS and TIROS N series spacecraft and the vehicles and services needed for their launch; continued procurement of the GOES series satellites and services needed for the GOES B and C launches; additional staff to operate the TIROS N series Data Acquisition and Control subsystem and contractor support needed during the system change; and research and demonstration projects using data from NASA's SEASAT-A research satellite. Program reductions are proposed for the TIROS N ground equipment and GOES series launch vehicles.

Public forecast and warning services - The 1977 increase will provide for aerial reconnaissance of hurricanes and east coast winter storms to fulfill the need for a total weather reconnaissance system. A decrease is being made in NOAA Weather Wire service.

Specialized environmental services -- No increase is requested.

Environmental data and information services -- No increase is requested.

Global monitoring of climatic change -- No increase is requested.

Weather modification -- In 1977, an increase is requested to provide for funding operations of the NOAA aircraft of the Research Facilities Center.

Executive direction and administration - No increase is requested.

Construction - In 1977, an increase is requested for continued planning and design of NOAA facilities at Sand Point in Seattle, Washington, and for construction of an access route through the site.
