GENERAL STATEMENT OF GENERAL MALIN CRAIG ON SUPPLEMENTAL ESTIMATES FOR FISCAL YEARS 1939 AND 1940 Mr. SNYDER. General Craig, the committee has before it three more supplemental estimates for the Army, submitted in consequence of the President's national-defense message of January 12, 1939, calling for an appropriation of $239,000,000, and contractual authority of $70,497,500. The estimates have been printed in House Documents Nos. 249, 274, and 275. Document No. 249 applies to educational orders, Document No. 274 looks to providing completely for the Air Corps expansion program, and Document No. 275 bears upon expanding the garrison in the Panama Canal Zone. We should like to have a statement from you upon those propositions, in such manner as you may wish to proceed. We shall not interrupt you until you indicate that you are through. General CRAIG. Your statement, Mr. Chairman, as to the amounts carried in the foregoing estimates for appropriation and for contract authorizations, is correct. The President in his national-defense message of January 12, recommended supplemental War Department appropriations for six purposes, totaling approximately $447,000,000, as follows: First, $110,000,000 for critical items of equipment for the initial protective force. Second, approximately $6,500,000 for the augmentation of seacoast defenses in the United States, Panama, and Hawaii. Third, approximately $1,500,000 for the construction of a road in the Republic of Panama. Fourth, $27,000,000 for the expansion of the Coast Artillery garrison in Panama and housing therefor. Fifth, approximately $32,500,000 for placing Educational Orders with industry. Sixth, $300,000,000 for expansion of the Air Corps.
