PETITIONS AND MEMORIAL

The PRESIDENT pro tempore laid before the Senate a resolution of the board of governors of the University of Hawaii Alumni Association, Honolulu, Hawaii, favoring the East-West Cultural Center in Hawaii which was ordered to lie on the table.

Mr. CARLSON presented a memorial of the Kansas Public Health Association, remonstrating against the use of any chemical known to produce cancer by virtue of its intrinsic properties being permitted in the public food or cosmetic supply; which was referred to the Committee on Labor and Public Welfare.

The House insists upon its amendment to the bill (S. 2669) to extend the period of exemption from inspection under the provisions of section 4426 of the Revised Statutes granted certain small vessels carrying freight to and from places on the inland waters of southeastern

Alaska, disagreed to by the Senate; it agrees to the conference asked by the Senate on the disagreeing votes thereon and has appointed Mr. GARMATZ, Mr. BOYKIN, Mr. CLARK, Mr. TOLLEFSON, and Mr. RAY managers at the same on its part.

The House has disagreed to the amendments of the Senate to the bill (H.R. 7593) to provide that the Civil Aeronautics Board may temporarily authorize certain air carriers to engage in supplemental air transportation, and for other purposes; it asks a conference with the Senate on the disagreeing votes of the two Houses thereon and has appointed Mr. WILLIAMS, Mr. MOULDER, Mr. JARMAN, Mr. SPRINGER, and Mr. COLLIER managers at the same on its part.

The House has disagreed to the amendments of the Senate to the bill (H.R. 10495) to authorize appropriations for the fiscal years 1962 and 1963 for the construction of certain highways in accordance with title 23 of the United States Code, and for other purposes; it agrees to the conference asked by the Senate on the disagreeing votes of the two Houses thereon and has appointed Mr. FALLON, Mr. DAVIS of Tennessee, Mr. BLATNIK, Mr. SCHERER, and Mr. CRAMER managers at the same on its part.

PRESIDING OFFICER (Mr. MCGEE in the chair) laid before the Senate the amendment heretofore received from the House of Representatives for concurrence to the text of the bill (S. 2857) to amend the Civil Service Retirement Act so as to provide for refunds of contributions in the case of annuitants whose length of service exceeds the amount necessary to provide the maximum annuity allowable under such act, together with the amendment to the title providing the same reads as follows: "An Act to amend the Civil Service Retirement Act so as to provide for disposition of contributions in the case of annuitants whose length of service exceeds the amount necessary to provide the maximum annuity allowable under such Act, and for other purposes."

SUPPLEMENTAL AIR TRANSPORTATION BY CERTAIN AIR CARRIERS

The PRESIDING OFFICER laid before the Senate the message this day received from the House of Representatives, announcing its disagreement to the amendments of the Senate to the bill (H.R. 7593) to provide that the Civil Aeronautics Board may temporarily authorize certain air carriers to engage in supplemental air transportation, and for other purposes, and asking a conference with the Senate thereon.

On motion by Mr. SMATHERS, Resolved, That the Senate insist upon its amendments to the said bill, disagreed to by the House of Representatives, and agree to the conference asked by the House on the disagreeing votes of the two Houses thereon.

Ordered, That the conferees on the part of the Senate be appointed by the Presiding Officer; and
