SAFE DRIVING IN THE DISTRICT OF COLUMBIA

The VICE PRESIDENT laid before the Senate a communication from the President of the Board of Commissioners, District of Columbia, transmitting a draft of proposed legislation to promote safe driving and eliminate the reckless and irresponsible driver from the streets and highways of the District of Columbia by providing that any person operating a motor vehicle on such streets and highways while apparently under the influence of intoxicating liquor shall be deemed to have given his consent to a chemical test of certain of his body substances to determine the alcoholic content of his blood; which, with the accompanying paper, was referred to the Committee on the District of Columbia.
