ADJUSTMENT OF IMMIGRATION STATUS OF CERTAIN ALIENS

The VICE PRESIDENT laid before the Senate a communication from the Commissioner of Immigration and Naturalization Service, Department of Justice, transmitting, pursuant to law, a report of the adjustment of status of certain aliens under section 13, the act of September 11, 1957; which, with the accompanying papers, was referred to the Committee on the Judiciary.

SUSPENSION OF DEPORTATION OF ALIENS

The VICE PRESIDENT laid before the Senate a communication from the Commissioner of Immigration and Naturalization Service, Department of Justice, transmitting, pursuant to law, a report stating all the facts and pertinent provisions of law in the cases of certain aliens whose deportation has been suspended, together with the statement of the reason for such suspension; which, with the accompanying papers, was referred to the Committee on the Judiciary. RECONSTRUCTION OF PUBLIC ROADS TO PROVIDE ACCESS FOR CERTAIN ARMY PROJECTS The VICE PRESIDENT laid before the Senate a communication from the Secretary of the Army, transmitting a draft of proposed legislation to authorize the improvement, reconstruction, and utilization of public roads to provide access to authorized Department of the Army projects; which, with the accompanying paper, was referred to the Committee on Public Works.

MESSAGE FROM THE HOUSE

A message from the House of Representatives by Mr. Maurer, one of its clerks:

Mr. President: The House of Representatives has disagreed to the amendments of the Senate to the bill (H.R. 4049) to amend the Federal Aviation Act of 1958 in order to authorize free or reduced rate transportation for certain additional persons; it asks a conference with the Senate on the disagreeing votes of the two Houses thereon and has appointed Mr. WILLIAMS, Mr. MOULDER, Mr. JARMAN, Mr. DEROUNIAN, and Mr. YOUNGER managers at the same on its part.

The House has agreed to the report of the committee of conference on the disagreeing votes of the two Houses on the

amendment of the Senate to the bill (H.R. 5421) to provide a program of assistance to correct inequities in the construction of fishing vessels and to enable the fishing industry of the United States to regain a favorable economic status, and for other purposes.

The House has agreed to the amendment of the Senate to the bill (H.R. 10646) to amend the Merchant Marine Act, 1936, in order to extend the life of certain vessels under the provisions of such act from 20 to 25 years.

The Houses has disagreed to the amendment of the Senate to the bill (H.R. 12117) making appropriations for the Department of Agriculture and Farm Credit Administration for the fiscal year ending June 30, 1961, and for other purposes; it agrees to the conference asked by the Senate on the disagreeing votes of the two Houses thereon and has appointed Mr. WHITTEN, Mr. MARSHALL, Mr. CANNON, Mr. ANDERSEN of Minnesota, and Mr. TABER managers at the same.

ANNUAL REPORT OF ATTORNEY GENERAL ON ACTIVITIES OF DEPARTMENT OF JUSTICE The PRESIDENT pro tempore laid before the Senate a communication from the Attorney General, transmitting, pursuant to law, the annual report of the activities of the Department of Justice for the fiscal year 1959; which, with the accompanying report, was referred to the Committee on the Judiciary.

PLANS FOR IMPROVEMENT OF WATERSHEDS

The PRESIDENT pro tempore laid before the Senate a communication from the Acting Director of the Bureau of the Budget, transmitting, pursuant to law, three reports of the following works of improvement under the Watershed Protection and Flood Prevention Act:

The Big Prairie and French Creeks in the State of Alabama;

The Misteguay Creek in the State of Michigan; and

The Mill Run in the State of Pennsylvania.

Ordered, That the communication with the accompanying reports, be referred to the Committee on Public Works.

PETITIONS

Mr. JAVITS presented the following resolutions, which were referred as indicated:

Resolutions of the City Council of Buffalo, N.Y., the International United Paper Makers & Workers, in convention at Clayville, N.Y., and the Board of Supervisors of Putnam County, N.Y., favoring the passage of H.R. 4700, relative to old-age and survivors' insurance benefits; to the Committee on Finance; and

A resolution of the International United Paper Makers & Workers, in convention at Clayville, N.Y., favoring an increase in the present minimum-wage rate; to the Committee on Labor and Public Welfare.

Mr. KEATING presented a resolution of the Federal Bar Association of New York, New Jersey, and Connecticut, favoring the passage of Senate bill 2374, relative to establishing standards of conduct for agency hearing proceedings; which was referred to the Committee on the Judiciary.

Mr. MAGNUSON, from the Committee on Interstate and Foreign Commerce, to whom was referred the bill (S. 3496) to amend section 362 (b) of the Communications Act of 1934, reported it with an amendment and submitted a report (No. 1540) thereon.

Mr. MAGNUSON, from the Committee on Interstate and Foreign Commerce, to whom was referred the bill (S. 1964) to amend the act requiring certain common carriers by railroad to make reports to the Interstate Commerce Commission with respect to certain accidents in order to clarify the requirements of such act, reported it with amendments and submitted a report (No. 1543) thereon. Mr. ROBERTSON, from the Committee on Banking and Currency, to whom was referred the bill (S. 3532) to provide for the striking of medal in commemoration of Century 21 Exposition to be held in Seattle, Wash., reported it without amendment and submitted a report (No. 1541) thereon.

Mr. BENNETT, from the Committee on Banking and Currency, to whom was referred the bill (S. 3160) to provide for the striking of medals in commemoration of the 100th anniversary of the founding of the State of Idaho as a Territory, reported it without amendment and submitted a report (No. 1542) thereon.

WHEAT ACT OF 1960

The Senate, by unanimous consent, resumed the consideration of its unfinished business; viz, the bill (S. 2759) to strengthen the wheat-marketing quota and price support program.

MESSAGE FROM THE HOUSE

A message from the House of Representatives by Mr. Maurer, one of its clerks:

Mr. President: The House of Representatives has agreed to the amendment of the Senate to the bill (H.R. 6816) to amend section 57a of the Bankruptcy Act (11 U.S.C. 93(a)) and section 152, title 18, United States Code.

The House has passed the following bills, in which it requests the concurrence of the Senate:

H.R. 4. An act to authorize the construction and equipping of three Coast Guard cutters designed for icebreaking in the Arctic and Antarctic regions, and for other purposes; and

H.R. 12381. An act to increase for 1year period the public debt limit set forth in section 21 of the Second Liberty Bond Act and to extend for 1 year the existing corporate normal tax rate and certain excise tax rates.

TITLE III-EXTENSION OF CONSERVATION RESERVE PROGRAM

Sec. 301. The Soil Bank Act amended as follows:

"(a) Section 109 is amended

"(1) by amending subsection (a) to read as follows:

"(a) The Secretary is authorized to formulate and announce programs under this subtitle B and to enter into contracts thereunder with producers during the eight-year period 1956-1963 to be carried out during the period ending not later than December 31, 1972, except that contracts for the establishment of tree cover may continue until December 13, 1977.'

"(2) by amending subsection (c) to read as follows:

"In carrying out the Conservation Reserve Program, the Secretary shall not at any time enter into contracts which together with contracts then in effect cover more than sixty million acres.'
