IMPROVEMENT OF NATION'S HEALTH

The PRESIDENT pro tempore laid before the Senate a communication from the Secretary of the Department of Health, Education, and Welfare, transmitting a draft of proposed legislation to improve the public health through revising, consolidating, and improving the hospital and other medical facilities provisions of the Public Health Service Act, authorizing grants for construction of medical, dental, osteopathic, and public health teaching facilities, providing special project grants for postgraduate public health training, providing for Federal guaranty of loans for construction of group practice medical or dental care facilities, and for other purposes; which, with the accompanying papers, was referred to the Committee on Labor and Public Welfare.

MESSAGE FROM THE HOUSE

Mr. President: The House of Representatives has passed without amendment the bill (S. 1411) to amend the act of August 1, 1956 (70 Stat. 898).

The House has disagreed to the amendments of the Senate to the bill (H.R. 4192) to prohibit the examination in District of Columbia courts of any minister of religion in connection with communications made by or to him in his professional capacity, without the consent of the parties to such communications; it asks a conference with the Senate on the disagreeing votes of the two Houses thereon and has appointed Mr. ABERNETHY, Mr. DOWDY, and Mr. SPRINGER managers at the same on its part.

REMOVAL OF CERTAIN LIMITATIONS ON THE CONSTRUCTION DIFFERENTIAL SUBSIDY

On motion by Mr. MANSFIELD, and by unanimous consent,

Ordered, That effective on Tuesday, June 7, 1960, at the conclusion of routine morning business, during the further consideration of the bill (S. 2584) to

amend title V of the Merchant Marine Act, 1936, in order to remove certain limitations on the construction differential subsidy under such title, debate on any amendment, motion, or appeal, except a motion to lay on the table, shall be limited to one-half hour, to be equally divided and controlled by the mover of any such amendment or motion and the majority leader: Provided, That in the event the majority leader is in favor of any such amendment or motion, the time in opposition thereto shall be controlled by the minority leader or some Senator designated by him: Provided further, That no amendment that is not germane to the provisions of the said bill shall be received.

Ordered further, That on the question of the final passage of the said bill debate shall be limited to 1 hour, to be equally divided and controlled, respectively, by the majority and minority leaders: Provided, That the said leaders, or either of them, may, from the time under their control on the passage of the said bill, allot additional time to any Senator during the consideration of any amendment, motion, or appeal.

CONSIDERATION OF MOTION TO RECONSIDER THE VOTE AGREEING TO CONFERENCE REPORT ON H.R. 5421

On motion by Mr. MANSFIELD, and by unanimous consent,

Ordered, That following the disposition of the bill (S. 2584) to amend title V of the Merchant Marine Act, 1936, in order to remove certain limitations on the construction differential subsidy under such title, the Senate proceed to the consideration of the motion heretofore entered by Mr. LAUSCHE to reconsider the vote agreeing to the report of the committee of conference on the disagreeing votes of the two Houses on the amendment of the Senate to the bill (H.R. 5421) to provide a program of assistance to correct inequities in the construction of fishing vessels and to enable the fishing industry of the United States to regain a favorable economic status, and for other purposes, and that debate thereon be limited to 1 hour, to be equally divided and controlled by Mr. LAUSCHE and Mr. SALTONSTALL.

REMOVAL OF CERTAIN LIMITATIONS ON THE CONSTRUCTION DIFFERENTIAL SUBSIDY The Senate resumed the consideration of the bill (S. 2584) to amend title V of the Merchant Marine Act, 1936, in order to remove certain limitations on the construction differential subsidy under such title.

S. 2052. An act to amend the Bankruptcy Act in regard to the closing fee of the trustee and in regard to the fee for the filing of a petition;

S. 2286. An act to authorize the leasing of certain land in Arizona which comprises a part of the Colorado River Indian Reservation, and for other purposes;

S. 2456. An act to amend the act of April 19, 1950 (64 Stat. 44; 25 U.S C. 635) to better promote the rehabilitation of the Navajo and Hopi Tribes of Indians, and for other purposes; and

S. 2977. An act to amend the Farm Credit Act of 1933 to provide for increased representation by regional banks for cooperatives on the Board of Directors of the Central Bank for Cooperatives.

The House has agreed to the concurrent resolution (S. Con. Res. 75) favoring active participation by Federal agencies in the Fifth International Congress on High-Speed Photography to be held in Washington, D.C., in 1960.

The House has agreed to the amendment of the Senate to the bill (H.R. 6121) for the relief of Placid J. Pecoraro, Gabrielle Pecoraro, and their minor child, Joseph Pecoraro.

The House has agreed to the amendments of the Senate to the bill (H.R. 7577) to amend title 28, entitled "Judiciary and Judicial Procedure," of the United States Code to provide for the defense of suits against Federal employees arising out of their operation of motor vehicles in the scope of their employment, and for other purposes.

The House has disagreed to the amendments of the Senate to the bill (H.R. 4283) to amend the District of Columbia Income and Franchise Tax Act of 1947, as amended, to provide that certain additional specified officers of the executive branch of the Federal Government shall be exempt from such act; it asks a conference with the Senate on the disagreeing votes of the two Houses thereon and has appointed Mr. SMITH of Virginia, Mr. MATTHEWS, and Mr. AUCHINCLOSs members at the same on its part.

The House has passed the following bills, in which it requests the concurrence of the Senate:

H.R. 10644. An act to amend title V of the Merchant Marine Act, 1936, in order to change the limitation of the construction differential subsidy under such title; and

H.R. 10646. An act to amend the Merchant Marine Act, 1936, in order to extend the life of certain vessels under the provisions of such act from 20 to 25 years.

The bill (H.R. 10646) to amend the Merchant Marine Act of 1936, in order to extend the life of certain vessels under the provisions of such act from 20 to 25 years, this day received from the House of Representatives for concurrence was read the first and second times by unanimous consent.

The Senate proceeded, by unanimous consent, to consider the said bill; and having been amended on the motion of Mr. MANSFIELD,

Ordered, That the amendment be engrossed and the bill read a third time. The said bill, as amended, was read the third time by unanimous consent,

Resolved, That it pass.

Ordered, That the Secretary request the concurrence of the House of Representatives in the amendment.

REENROLLMENT OF SENATE BILL 1892 Mr. MANSFIELD submitted the following concurrent resolution (S. Con. Res. 109):

Resolved by the Senate (the House of Representatives concurring), That the President of the United States be, and is hereby, requested to return to the Senate the enrolled bill (S. 1892) to authorize the Secretary of the Interior to construct, operate, and maintain the Norman project, Oklahoma, and for other purposes; that if and when said bill is returned, the action of the Presiding Officers of the two Houses in signing said bill shall be deemed to be rescinded; and the Secretary of the Senate be, and is hereby, authorized and directed to reenroll said bill with the following changes, namely:

On page 2, line 11, of the Senate engrossed bill, strike out the figure "38" and in lieu thereof insert "53".

The Senate proceeded, by unanimous consent, to consider the said concurrent resolution; and

Resolved, That the Senate agree thereto.

Ordered, That the Secretary request the concurrence of the House of Representatives therein.
