SEC. 3. That the Secretary of War is hereby authorized and directed, upon receres ing such plan and map and other information, and upon being satisfied that a bridg built on such plan and with such accessory works and at such locality will confor to the prescribed conditions of this act, to notify the company that he approvest same; and upon receiving such notification the said company may proceed to an ere tion of said bridge, conforming strictly to the approved plan and location; and shou any change be made in the plan of the bridge of said accessory works, during th progress of the work thereon, such change shall be subject likewise to the appron of the Secretary of War, and in case of any litigation arising from any obstruction e alleged obstruction to the free navigation of said river, caused or alleged to be caused by said bridge, the case may be brought in the circuit court of the United States of the eastern district of the State of Missouri, in whose jurisdiction any portion of san obstruction or bridge may be located.

SEC. 4. That the said bridge and accessory works, when built and constructe under this act and according to the terms and limitations thereof, shall be laws structures; and said bridge shall be recognized and known as a post-route, ups which also no higher charge shall be made for the transmission over the same of the mails, the troops, and the munitions of war of the United States than the rate per mile paid for the transportation over the railroads or public highways leading to say bridge; and said bridge shall enjoy the rights and privileges of other post-routes in the United States.

SEC. 5. That the United States shall have the right of way for such postal and telegraph lines across said bridge as the Government may construct or control.

SEC. 6. That Congress shall have power at any time to alter, amend, or repeal the act, so as to prevent or remove all material and substantial obstructions to the navi gation of said river by the construction of said bridge and its accessory works; an all alterations of said bridge shall be made and all such obstructions shall be remores at the expense of the owners of or persons controlling such bridge: Prorided furthe That nothing in this act shall be so construed as to repeal or modify any of the pr visions of law now existing in reference to the protection of the navigation of rivers or to exempt this bridge from the operation of the same. AN ACT to authorize the construction of a bridge over the Missouri River, at or near the city of Le: ington, Missouri.

Be it enacted by the Senate and House of Representatives of the United States of Amerva in Congress assembled, That the Lexington Bridge Company, a corporation existe under the laws of the State of Missouri, be, and is hereby, authorized to constra? operate, and maintain a bridge over the Missouri River at or near the city of Lexing ton, in said State of Missouri. Said bridge shall be constructed to provide for th passage of railway trains, and, at the option of the persons by whom it may be bui may be used for the passage of wagons and vehicles of all kinds, for the transit « animals, and for foot-passengers, for such reasonable rates of toll as may be approves from time to time by the Secretary of War; and in case of any litigation concernit, any alleged obstruction to the free navigation of said river on account of said brid the cause may be tried before the circuit court of the United States in whose jars diction any portion of said obstruction or bridge is located.

SEC. 2. That any bridge constructed under this act and according to its limitation shall be a lawful structure, and shall be recognized and known as a post-route, up which also no higher charge shall be made for the transmission over the same of t mails, the troops, and the munitions of war of the United States than the rate pe mile paid for their transportation over the railroads or public highways leading said bridge; and the United States shall have the right of way for postal telegrap and telephone purposes across said bridge.

SEC. 3. That if said bridge shall be made with unbroken and continuous spans shall not be of less elevation in any case than fifty feet above highwater mark as u derstood at the point of location, to the lowest member of the bridge superstructur nor shall the spans of said bridge over the main channel of said river be less tha three hundred and fifty feet in length, and the piers of said bridge shall be paralie with the current of said river, and the bridge itself at right angles thereto: Provide That if said bridge be constructed as a draw-bridge, it shall be constructed as a pivo draw-bridge, with a draw over the main channel of the river at an accessible and the best navigable point, and with spans of not less than two hundred feet in length r the clear on each side of the central or pivot pier of the draw; and said spans sha not be less than ten feet above low-water mark, measuring to the lowest member o the bridge superstructure: And provided also, That said draw shall be opened promptix upon reasonable signal, except when trains are passing over the said bridge, for thr

sage of the boats whose construction shall not be such as to admit of their passage der the draw of said bridge when closed; but in no case shall unnecessary delay ur in opening the said draw after the passage of trains; and the said company or poration shall maintain, at its own expense, from sunset to sunrise, such lights or er signals on said bridge as the Light-House Board shall prescribe. SEC. 4. That all railroad companies desiring the use of said bridge shall have and entitled to equal rights and privileges relative to the passage of railway trains er the same, and over the approaches thereto, upon payment of a reasonable comasation for such use; and in case the owner or owners of said bridge and the sevl railroad companies, or any one of them desiring such use, shall fail to agree upon e sum or sums to be paid, and upon rules and conditions to which each shall conin in using said bridge, all matters at issue between them shall be decided by the cretary of War upon a hearing of the allegations and proofs of the parties. SEC. 5. That any bridge authorized to be constricted under this act shall be built d located under and subject to such regulations for the security of navigation of id river as the Secretary of War shall prescribe; and to secure that object the said mpany or corporation shall submit to the Secretary of War, for his examination d approval, a design and drawings of the bridge, and a map of the location, giving r the space of one mile above and one mile below the proposed location, the topogphy of the banks of the river, the shore-lines at high and low water, the direction d strength of the currents at all stages, and the soundings, accurately showing the d of the stream, the location of any other bridge or bridges, and shall furnish such her information as may be required for a full and satisfactory understanding of the bject; and until the said plan and location of the bridge are approved by the Sectary of War the bridge shall not be built; and should any change be made in the an of said bridge during the progress of construction, such change shall be subject the approval of the Secretary of War; and if said bridge is not commenced within he year and completed within three years from the passage of this act, the rights ad privileges hereby granted shall be null and void.

SEC. 6. That the right to alter, amend, or repeal this act is hereby expressly rerved, and the right to require any changes in said structure or its entire removal, the expense of the owners thereof, whenever Congress shall decide that the public terest requires it, is also expressly reserved.

AN ACT to authorize the removal of the quarantine station from Ship Island, Mississippi. Be it enacted by the Senate and House of Representatives of the United States of America n Congress assembled, That the Secretary of the Treasury is hereby authorized to cause he removal of the national quarantine station now located on Ship Island, in the ulf of Mexico, to some other island in said Gulf, or in such pass in the Mississippi Delta as may be recommended by a board to be designated by him, and that the ecessary quarantine buildings and appliances be established thereon; and that the um of forty-five thousand dollars, or so much thereof as may be necessary, is hereby ppropriated to carry out the purposes of this act. AN ACT to provide for certain of the most urgent deficiencies in the appropriations for the service of the Government for the fiscal year ending June thirtieth, eighteen hundred and eighty-eight, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America n Congress assembled, That the following sums, or so much thereof as may be necessary, be, and the same are hereby, appropriated, ont of any money in the Treasury not therwise appropriated, for the objects hereinafter expressed, for the service of the iscal year ending June thirtieth, eighteen hundred and eighty-eight, and prior years, namely:

DISTRICT OF COLUMBIA.

INCREASE OF WATER-SUPPLY, WASHINGTON, DISTRICT OF COLUMBIA: To enable the Secretary of War to complete the work of increasing the water-supply of the city of Washington, under the act entitled "An act to increase the water-supply of the city

of Washington, and for other purposes," approved July fifteenth, eighteen band and eighty two, namely: For completion of lining of the tunnel, two hundreds ninety-seven thousand seven hundred and fifty dollars; for completing shafts, H connection, and for superintendence and engineering, thirty-seven thousand twoln dred and fifty dollars; and for general contingencies of the work, twenty tho dollars; in all, three hundred and fifty-five thousand dollars; all of said work to completed by November first, eighteen hundred and eighty-eight; said sum to be a ject to all the provisions and restrictions of the said act of July fifteeth, eighteen Lis dred and eighty-two, and of the act approved July fifth, eighteen hundred and eight four, making appropriations for the expenses of the government of the District of C lumbia, as to its apportionment and settlement between the United States and the District of Columbia, and the refunding thereof. The work above provided for to done under the contract heretofore made or by a reletting, as in the discretion of th Secretary of War shall be most promotive of the interest of the Government: P vided, That no contract shall be made at prices greater than the prices allowed unde contract under which work has been heretofore done on said tunnel.

AN ACT to correct an error in and to further amend "An act to authorize the Georgia Pacific road Company to construct bridges across the Sunflower, Yazoo, and Tombigbee Rivers, in » sippi," approved March third, eighteen hundred and eighty-seven.

Whereas by reason of a clerical error in the copying of the draft of a bill to be titled "An act to authorize the Georgia Pacific Railway Company to construct br across the Sunflower, Yazoo, and Tombigbee Rivers, in Mississippi," approved Mar third, eighteen hundred and eighty-seven, the title of the said act, and the enacts clauses thereof, names the Georgia Pacific Railroad Company as the beneficiary of said act, and the corporation upon whom the rights, powers, and privileges them recited are conferred; and

Whereas no corporation of that name exists, and it was intended that the rights, powers, and privileges should be conferred, not upon the Georgia Pacific Ra road Company, but upon the Georgia Pacific Railway Company, a corporation creais and existing under and by virtue of the laws of the States of Alabama and Mis sippi; and

Whereas the said Georgia Pacific Railway Company is the true and only beneficiar of said act, and since the passage thereof, has been using all the means in its por to complete its plans for the location and construction of bridges across the rive named in said act, in accordance with the recommendations and approval of the S retary of War and the Chief of Engineers of the United States Army, and as requir by the laws of the United States; and

Whereas by section three of said act it is provided that if said bridges shall not finished within two years from the passage thereof, the rights and privilèges there granted shall be null and void; and

Whereas it will be impossible to complete the plans, location, and construction said bridges within two years from the passage of said act, as provided there: Therefore,

Be it enacted by the Senate and House of Representatives of the United States of Amer in Congress assembled, That the act entitled "An act to authorize the Georgia Pa Railroad Company to construct bridges across the Sunflower, Yazoo, and Tombig Rivers, in Mississippi," approved March third, eighteen hundred and eighty-sevel be, and is hereby, amended by striking from the title and enacting clauses there the word "railroad," wherever it occurs in the statement of the name of the corpor tion therein mentioned, and inserting, in lieu thereof, the word “railway," so as make the corporate name of said corperation read, "The Georgia Pacific Railwa Company," instead of "The Georgia Pacific Railroad Company,"

d by striking out the words "two years from the passage of this act," where occur in the final clause of section three of the act, and inserting the words ir years from March third, eighteen hundred and eighty-seven,” in lieu thereof, to make said final clause read as follows: "And if said bridges shall not be hed within four years from March third, eighteen hundred and eighty-seven, rights and privileges hereby granted shall be null and void."

AN ACT regulating the construction of bridges over the Muskingum River, in Ohio.

e it enacted by the Senate and House of Representatives of the United States of America ongress assembled, That any person or corporation having lawful authority to erect idge or bridges across the Muskingum River, Ohio, between its mouth and Dres , may hereafter erect bridges across said river for railroad or other uses upon pliance with the provisions and requirements of this act, but no bridge shall be cted across said river which does not comply therewith.

EC. 2. That every bridge hereafter erected across the Muskingum River, Ohio, ll have its axis at right angles to the current at medium and high stages, and its rs shall be parallel to this current. No riprap or other outside protection for inteient foundations will be permitted around the channel piers, and all coffer-dams, ing, and other temporary works must be removed by the owners of the bridge bee it is open to traffic. Every such bridge may be built either as a draw-bridge or as continuous bridge; If built as a draw-bridge, the draw span shall give two clear enings, measured on the low water line. of eighty-feet, and smooth crib work or sonry shall be built at right angles to the bridge extending up stream from the vot pier, a distance of at least one hundred feet, and down stream the same disnce, and the height of this protection pier shall not be less than four feet above ghest locking stage. The channel sides of the channel piers shall be smoothly cut; e corners of the draw piers shall be rounded to a radius of not less than six inches; ere shall be no projecting cornices on the piers, nor projecting footway on the draw an; the apparatus for swinging the draw shall be sufficient to open it in not more an five minutes; and the draw shall be promptly opened on signal. The location the draw span shall be subject to the approval of the Secretary of War. SEC. 3. That if the bridge be built as a continuous bridge it shall have at least one hannel span, the center of which shall be in the middle of the channel usually run high stages by steamboats descending the river with barges or rafts in tow; said annel span to have a clear opening of two hundred and fifty feet, measured at the w-water line, and the lowest part of the span to be forty feet above highest naviable water, as determined by a straight line connecting the tops of the lower lock ates at the head and foot of the pool in which the bridge is to be built. The other pans may have such grades as may be desired.

SEC. 4. That whenever any duly authorized persons or corporations shall deterine to apply to the Secretary of War for permission to build a bridge across the fuskingum River, they shall first give public notice of said intention by publication, nce a week for four weeks, in newspapers having a wide circulation, in not less than wo newspapers published in towns on the Muskingum River below Dresden, and in ot less than two newspapers published in Pittsburgh. They shall also submit to the ecretary of War, for his examination and approval, a design and drawing of the ridge and piers, and a map of the locality, on the scale of one inch to one hundred eet, giving, for the space of one-quarter of a mile above and one-quarter of a mile below the site of the proposed bridge, the topography of the banks of the river, the ine of low and highest navigable water, an accurate representation of the bed of he river by contour lines, two feet apart, determined by accurate soundings; and hall also show over the whole width of this part of the river, the force and direcion of the currents at low water, and at high navigable stages, by triangulated obervations on suitable floats. The map shall also show the location of all bridges, ocks, and dams, coal tipples, breakwaters, and others structures within the highvater lines in the designated area. Said map and drawings shall be referred to board of engineer officers or to the engineer officer in charge of the Muskingum River for examination and report; and said board, or officer, shall visit the site of the proposed bridge and shall hold a public session at some convenient point, of which public session due notice and invitation to be present shall be given to all interested parties; and if said board, or officer, shall report the site as unfavorable, the Secretary of War, is authorized to require that such changes be made in the proposed bridge by lengthening the spans, or by the addition of guiding dikes or other auxiliary works, or by both, or by increasing the height, or by such other modifications as will make the bridge as safe for navigation as if built in a favorable part of the river; and no bridge shall be begun until the plans have been approved by the Secretary

of War.

SEC. 5. That in case the location of the proposed bridge crosses the river at the site of one of the lateral canals, and the main bridge is over a part of the river that is not navigable, the provisions of the foregoing sections are so far modified that the protec tion piers above and below the pivot-pier of the draw may be replaced by pilinge similar approved construction, and in case of a continuous bridge, the span over the canal need not exceed the width of the canal measured between the tops of its banks The current observation may also be omitted.

SEC. 6. That all parties owning, occupying, or operating bridges over the Meske gum River shall maintain for the security of navigation, at their own expense, from sunset to sunrise, throughout the year, such lights on their bridges, as may be s quired by the Light-House Board, or the United States engineer officer in charged said river, and during the construction of any bridge under this act such lights buoys shall be kept on coffer-dams, cribs, piling, floating crafts, rafts, and so fem used in the construction of the bridge, as may be necessary for the security of navig tion.

SEC. 7. That the officers and crews of all vessels, boats, or rafts navigating the M kingum River, shall be required to regulate the use of said vessels, and of any pipe or chimneys belonging thereto, so as not to interfere with the construction of any the bridges authorized by the provisions of this act.

SEC. 8. That any bridge constructed under this act and according to its limitation shall be a lawful structure, and shall be recognized and known as a post-route, n which no higher charge shall be made for the transmission over the same of the mai the troops, and the munitions of war of the United States than the rate per mile p for transportation over the railroads or public highways leading to the said bridges, and the United States shall have the right of way for telegraph or telephone purpose across any such bridge; and in case of any litigation arising from any alleged struction to the navigation of said Muskingum River created by the constructiona any bridge under this act the cause or question arising may be tried before the circ or district court of the United States for the eastern division of the southern district of Ohio.

SEC. 9. That the right to alter, amend, or repeal this act so as to prevent or removi all material obstructions to the navigation of said river by the future construction a bridges is hereby expressly reserved, without any liability of the Government damages on account of the alterations or amendment of this act, or on account of 2prevention, or requiring the removal of any such obstructions; and the entire remova of said bridge after its construction, or any change in the construction thereof a any alteration of any such bridge that may be directed, at any time by the Secretar of War, shall be made at the cost and expense of the owners thereof. AN ACT authorizing the Little Rock and Alexandria Railway Company to build certain bridges in

State of Arkansas.

Be it enacted by the Senate and House of Representatives of the United States of Ame in Congress assembled, That the Little Rock and Alexandria Railway Company in kansas and Louisiana, a corporation duly and legally organized and existing and and by virtue of the laws of the said States, its successors or assigns, be, and is hereby authorized to construct and maintain a bridge, and approaches thereto, over the Ouachita River, in Union County, in the State of Arkansas near Wilmington, at t point where said company's line of railway as projected crosses said river; and also. bridge, and approaches thereto, over the Saline River, in the State of Arkansas, s the point where said company's line of railway as now projected crosses said river Said bridges shall be constructed to provide for the passage of railway trains, and a the option of said company by which it may be built, may be used for the passage wagons and vehicles of all kinds, for the transit of animals, and for foot-passenger for such reasonable rates of toll as may be approved from time to time by the Secre tary of War. That if the said bridges, or either of them, over the said Ouachita an Saline rivers shall be made with unbroken and continuous spans there shall be a least one span of a height of not less than eighty feet above low water and fifty fee above highest water, as understood at the point of location, measured to the lowest part of the superstructure of said bridge; and said span shall have a cles opening of at least two hundred feet between the piers, measured at right angles t the current, and shall be over the main channel of the river, and the bridge or bridg shall be at right angles to, and the piers parallel with, the current of the river. A if the bridges, or either of them, over the said Saline and Ouachita rivers, shall be constructed as draw or pivot bridges, the draw or pivot piers shall be over the mai channel of the river at an accessible navigable point, and the openings on each side of the pivot-pier shall not be less than one hundred and thirty feet in the clear, us less otherwise expressly directed by the Secretary of War, and if so directed shall be
