13. Air traffic control service has expanded beyond the provision of services only to IFR and Special VFR aircraft operating within controlled airspace. Services are now provided to VFR aircraft operating in a TCA, participating in Stage I, II, and III programs, additional services, and vectors for aircraft outside of controlled airspace when requested by a pilot.

Appendix 1. These changes were the results of a COPCOM recommendation. The change in the symbol meaning conforms with the use of the phraseology to "join" an airway or route. The change in the Miscellaneous Abbreviation from "F" to "FA" eliminates the present ambiguity and provides a different abbreviation for "final approach."
