FOREWORD

During the course of the 90th Congress, the Education Subcommittee of the Senate Committee on Labor and Public Welfare is conducting, upon a continuing basis, a legislative oversight_review and survey of the administration of the existing statutory authorities in the field of educational legislation which are vested with the Office of Education and the Department of Health, Education, and Welfare.

The following pages contain informational material obtained from the Office of Education with respect to program operations and program evaluation of Title I of Public Law 89-10, the Elementary and Secondary Education Act of 1965, as amended in 1966.

This information, as well as that already published in other volumes of the "Notes and Working Papers" series, can be most useful to the subcommittee in carrying out its legislative oversight responsibilities. It can also, it is our hope, prove to be of value to scholars and educators.

On behalf of my colleagues on the subcommittee I wish to thank Commissioner Howe and his associates, particularly Associate Commissioner Arthur L. Harris and Mr. John F.
