C. 20001 -13 President Reagan will sign into law, in the next few days, the Job Training Partnership Act, legislation that restructures Federally funded training and employment services for the disadvantaged. Consistent with the President's commitment to increase the role and authority of the States in the administration of social programs, this law assigns primary responsibility for program management and oversight to the States. I am writing to alert you to your increased role and to request your early involvement in assisting us in implementing the Job Training Partnership Act. Enclosed are several items that will provide you with background on the new legislation and give you a general idea of our proposed implementation schedule. We anticipate several additional mailings to you as further information on the substance and timing of the implementation of the Job Training Partnership Act becomes available. То It is our intent to seek your active involvement throughout the transition from the Comprehensive Employment and Training Act to the new program. this end, we recently issued $ in planning funds to your State to support your transition efforts; detailed information on the disposition of these funds is enclosed. The Job Training Partnership Act commits the Federal government to several principles that are central to the Administration's policies. Among these are: O That the resources committed to the Job Training Partnership O That this program should focus on training that will increase That the States are in the best position to assess the types of organizational arrangements and resource commitments that That training programs can be effective only if private The Administration and Congress have worked hard to structure a law that will accomplish these cbjectives. It is now our joint responsibility--the States, local officials, private employers and the Department--to implement the Job Training Partnership Act in a way that will meet our high expectations for it. To assure that this is done in a cooperative and coordinated way, I will appreciate your sending me, by October 22, 1982, the name and address of the official who will serve as your State's liaison in the implementation of the Job Training Partnership Act.
