When will these follow-up evaluations start?

ANSWER

Collection of data from administrative records for a sample of the current quarter (October-December 1983) enrollees and terminees will begin in January 1984. First follow-up interviews for a sample of the enrollees will be conducted in January-March 1985, and the second follow-up in OctoberDecember 1985. The last follow-up for participants enrolled in the first JTPA program year (October 1983-June

1984) will be completed in March 1986.

How will the findings identify the need for and trigger technical assistance to the States and the SDAs?

ANSWER

The data from administrative records will give information on the characteristics of enrollees and terminees. That, combined with information from the JTPA implementation study being carried out by Westat, will give an indication of initial problems experienced by States. Finally, through the Department's monitoring of the States, we will collect additional data relating to the operation and administration of the program. All of these data, together with input from the national organizations, will be used in formulating our assistance plans.

8. Summer Youth Program Grants

When will the Department be issuing notice of summer youth program grants? Many SDA are finding it difficult to carry out necessary administrative activities associated with summer youth programs. This difficulty stems from the inability to carry over funds from CETA to JTPA. Therefore, instead, they find themselves trying to fund staff positions to plan for summer youth activities, with no funding. What is the Department's time table with respect to this money?

ANSWER

The Department will issue final allotments for the 1984 program no later than December 31, 1983.

It is anticipated that summer funds will actually be obligated in the spring of 1984. It should be pointed out however, that the Department did provide for CETA funds, including summer funds, to be transferred from the CETA system to the JTPA system. Summer funds transferred were to be used for planning the 1984 summer youth programs. These funds have been available to the SDAs since early October.

Title III Dislocated Worker Program

Please describe how the $25 million dollars orginally allotted under Title III, programs for dislocated workers, was distributed, to whom and for what purposes? How did states meet the matching requirements? What is the Secretary proposing to do with the 25 percent set-aside under the dislocated workers program?
