TEACHERS PAY INCREASE

(H.R. 9876, 89th Cong., 1st sess., by Mr. Broyhill on July 15, 1965, and H.R. 15355, 89th Cong. 2d sess. by Mr. Sickles on May 31, 1966)

A BILL To amend the District of Columbia Teachers' Salary Act of 1955 to provide a new schedule of salaries, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the "District of Columbia Teachers' Salary Act Amendments of 1965".

SEC. 2. The District of Columbia Teachers' Salary Act of 1955 (D.C. Code, sec. 31-1501 et seq.) is amended as follows:

(1) Section 1 (D.C. Code, sec. 31-1501) is amended by striking out the salary schedule that follows the colon and inserting in lieu thereof the following new salary schedule:

(2)(A) Paragraph (1) of section 2(c) (D.C. Code, sec. 31-1511(c)) is amended to read as follows:

"(1) The terms 'master's degree' and 'doctor's degree' mean respectively a master's degree and a doctor's degree granted in course by an accredited institution of higher education."

(B) The first section of paragraph (2) of such section is amended to read as follows: "The terms 'plus thirty credit hours' and 'plus sixty credit hours' mean respectively the equivalent of not less than thirty graduate semester hours and not less than sixty graduate semester hours in academic, vocational, or professional courses beyond a master's degree representing a definite educational program satisfactory to the Board, except that in the case of a shop teacher in the vocational education program the thirty and sixty semester hours need not be graduate courses.'

(3) Section 4 (D.C. Code, sec. 31-1521) is amended to read as follows:

"SEC. 4. (a) Each person employed by the Board on July 1, 1965, in a position listed in the salary schedule set forth in section 1 (including a position the title of which was revised by such salary schedule) and held by him on June 30, 1965, shall be placed in the salary class applicable to that position as provided in such salary schedule.

"(b) Any employee in group A, B, or C of his salary class on June 30, 1965, shall be assigned to the same letter group of the salary class to which he is transferred on July 1, 1965, except that any employee in group C of his salary class who possesses, on June 30, 1965, a master's degree plus sixty credit hours or a doctor's degree (as determined in accordance with section 2) shall be transferred on July 1, 1965, to group D in his salary class."

(4) Section 5 (D.C. Code, sec. 31-1522) is amended by adding at the end thereof the following new subsections:

"(c) The Board is authorized to establish a position to be known as 'paraprofessional assistant'. When used in this Act the term 'paraprofessional assistant' shall mean a noninstructional employee with three or more years of higher education beyond high school whose primary duty shall be to assist the instructional staff in tasks related to instruction. The rate of compensation for a paraprofessional assistant shall be set in accordance with section 13(c).
