AN ACT

To authorize the Secretary of the Interior to permit the construction of a bridge and road across Chincoteague National Wildlife Refuge, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That in order to Chincoteague permit the controlled development of a portion of the seashore of National Wildthe Chincoteague National Wildlife Refuge, Virginia, for recrea- life Refuge, Va. tional purposes, the Secretary of the Interior is authorized to grant Bridge, etc. to the appropriate agency or agencies of the State of Virginia such easements and rights as may be necessary for the construction and maintenance of a bridge across Assateague Channel and terminating on the Chincoteague National Wildlife Refuge, and also for the construction and maintenance of an access road from the terminus of such bridge to a public beach and recreation area to be developed along the southeastern shore of Assateague Island as designated by the Secretary. The grant of such easements and other rights may be without consideration but shall be subject to such terms and conditions as the Secretary deems appropriate for the adequate protection of the wildlife refuge and other interests of the United States. The Secretary of the Interior also is authorized to enter into such agreements with State, county, or municipal agencies as he may deem necessary for the construction, maintenance, and operation by such agencies of a public beach, concession, parking areas, and other related public conveniences, which agreements also may be granted without consideration but shall contain appropriate conditions regarding the making of reasonable charges for use of the facilities by the public,

AN ACT

To amend the Sockeye Salmon Fishery Act of 1947.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 2 (a) 16 USC 776, of the Sockeye Salmon Fishery Act of 1947 (61 Stat. 511) is amended to read as follows:

"(a) Convention: The word 'convention' means the convention Definitions. between the United States of America and the Dominion of Canada

for the protection, preservation, and extension of the sockeye salmon 71 Stat. 293. fisheries of the Fraser River system, signed at Washington on the 26th 71 Stat. 294. day of May 1930, as amended by the protocol to the convention, signed

at Ottawa on the 28th day of December 1956.”

SEC. 2. Section 2 (e) of such Act is amended to read as follows: "(e) Sockeye salmon and pink salmon: The term 'sockeye salmon' means that species of salmon known by the scientific name Oncorhynchus nerka, and the term 'pink salmon' means that species of salmon known by the scientific name Oncorhynchus gorbuscha."

SEC. 3. Such Act is further amended by striking out "sockeye salmon" wherever used in such Act, except in subsections (a) and (e) of section 2, and inserting in lieu thereof "sockeye salmon or pink salmon". SEC. 4. Section 7 (a) of such Act is amended by striking out "fishery" and inserting in lieu thereof "fisheries".

SEC. 5. The amendments made by this Act shall take effect on the Effective date. date of entry into force of the protocol, signed at Ottawa on December 28, 1956, between the United States of America and Canada to the convention for the protection, preservation and extension of the sock

eye salmon fisheries of the Fraser River system, signed at Washington 50 Stat. 1355. on May 26, 1930.

To amend the North Pacific Fisheries Act of 1954.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the North Pacific Fisheries Act of 1954 (68 Stat. 698) is amended as follows:

In section 12 strike out the words "contiguous to the territorial 68 Stat. 700. waters of Alaska" and substitute there for the words "north of the 16 USC 1031. parallel of north latitude of 48 degrees and 30 minutes: And provided further, That no such regulations shall apply in the Convention area south of the 49th parallel of north latitude with respect to sockeye salmon (Oncorhynchus nerka) or pink salmon (Oncorhynchus gorbuscha)."

AN ACT

To authorize the Secretary of the Interior to establish a program for the purpose of carrying on certain research and experimentation to develop methods for the commercial production of fish on flooded rice acreage in rotation with rice field crops, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary Fish. of the Interior is authorized and directed to establish an experiment Research for station or stations for the purpose of carrying on a program of research and experimentation—

(1) to determine species of fishes most suitable for culture on a commercial basis in shallow reservoirs and flooded rice lands: (2) to determine methods for production of fingerling fishes for stocking in commercial reservoirs;

(3) to develop methods for the control of parasites and diseases of brood fishes and of fingerlings prior to stocking;

(4) to develop economical methods for raising the more desirable species of fishes to a marketable size;

(5) to determine, in cooperation with the Department of Agriculture, the effects of fish-rice rotations, including crops other than rice commonly grown on rice farms, upon both the fish and other crops; and

(6) to develop suitable methods for harvesting the fish crop and preparing it for marketing, including a study of sport fishing as a means of such harvest.

SEC. 2. For the purpose of carrying out the provisions of this Act, Authority. the Secretary of the Interior is authorized (1) to acquire by purchase, condemnation, or otherwise such suitable lands, to construct such buildings, to acquire such equipment and apparatus, and to employ such officers and employees as he deems necessary; (2) to cooperate with State and other institutions and agencies upon such terms and conditions as he determines to be appropriate; and (3) to make public the results of such research and experiments conducted pursuant to the first section of this Act.

AN ACT

To facilitate and simplify the work of the Forest Service, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Act of Forest service, March 4, 1913, as amended (16 U. S. C. 502), is hereby amended by 37 Stat. 843; substituting for the last proviso of subsection (c) the following: "And 46 Stat. 1052. provided further, That except for fire fighting emergencies no reimbursement herein authorized shall be made in an amount in excess of $50 to persons who were employees of the Forest Service prior to the time the equipment was obtained or $2,500 in any other case, unless the equipment was made available under a written agreement, contract, or lease," and by changing the designation of that subsection 72 Stat. 216. from (c) to (d) and inserting a new subsection (c) as follows:

"(c) To contract with public and private agencies, corporations, Paok stook. firms, associations, or individuals to train, provide forage, care, and housing for, and to work pack stock owned and held in reserve by the Forest Service for fire emergency purposes and as all or part of the consideration therefor to permit such contractors to use the stock for their own purposes during the periods of nonuse by the Forest Service."

SEC. 2. Funds available to the Forest Service may be used in Property amounts not exceeding $100 in any single claim, for reimbursing losses. employees of the Forest Service for loss of or damage to clothing and other personal effects resulting from fires, floods, or other casualties at or near the place in which such property is temporarily stored during services of the employees in connection with such casualties.

SEC. 4. Section 202 of the Act of September 21, 1944 (16 U. S. C. SEC. 5. The Secretary is authorized, subject to such conditions as he Property may prescribe, to transfer, without reimbursement or at such prices transfer. and upon such terms as he may impose, to States and political subdivisions or agencies thereof fire lookout towers and other structures or improvements used by the Forest Service for fire prevention or suppression purposes, and the land used in connection therewith if such land is outside national forest boundaries, when they are no longer needed by the Forest Service for such purposes but are of value to the State or political subdivision or agency thereof in its fire protection system: Provided, That if any property so transferred is not put to use for the purpose for which it was transferred within two years from the date of transfer, or if, within fifteen years from the date of transfer, any such property should cease to be used for the purpose for which it was transferred for a period of two years, title thereto shall revert to and immediately revest in the United States.

SEC. 6. Section 10 of the Act of April 24, 1950 (64 Stat. 82), is hereby amended to read as follows: "Notwithstanding the provisions of section 7 of the Act of August 23, 1912, as amended (31 U. S. C. 679), 37 Stat. 414. appropriations for the protection and management of the national

forests and other lands administered by the Forest Service shall be available to pay for telephone service installed in residences of employees and of persons cooperating with the Forest Service who reside within or near such lands when such installation is determined by the Secretary of Agriculture to be needed in protecting such lands: Provided, That in addition to the monthly local service charge the Government may pay only such tolls or other charges as are required strictly for the public business."

SEC. 7. Any moneys received by the United States with respect to lands under the administration of the Forest Service (1) as & result of the forfeiture of a bond or deposit by a permittee or timber purchaser for failure to complete performance of improvement, protection, or 72 Stat. 217. rehabilitation work required under the permit or timber sale contract or (2) as a result of a judgment, compromise, or settlement of any claim, involving present or potential damage to lands or improvements, shall be covered into the Treasury and are hereby appropriated and made available until expended to cover the cost to the United States of any improvement, protection, or rehabilitation work on lands under the administration of the Forest Service rendered necessary by the action which led to the forfeiture, judgment, compromise, or settlement: Provided, That any portion of the moneys so received in excess of the amount expended in performing the work necessitated by the action which led to their receipt shall be transferred to miscellaneous receipts.

SEC. 8. The proviso in the Act of May 11, 1922, making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1923, under the item "General expenses, Forest Service", limiting the expenditure of funds for publication (42 Stat. 507, 521, 16 U. S. C. 556) is hereby amended by substituting for the phrase "And provided further," the phrase "Provided further" and adding a further proviso so that the limiting provisions shall read "Provided further, That hereafter no part of any funds appropriated for the Forest Service shall be paid or used for the purpose of paying for, whole or in part, the preparation or publication of any newspaper or magazine article, but this shall not prevent the giving out to all persons, without discrimination, including newspapers and magazine writers and publishers, of any facts or official information of value to the public: And provided further, That this prohibition shall not apply to scientific or technical articles prepared for or published in scientific publications."

SEC. 9. Section 5 of the Act of March 3, 1925, as amended (16 43 Stat. 1133. U. S. C. 555), is hereby further amended by changing the amount in the last proviso to $50,000.
