BEGUN and held at the Capitol, in the city of Washington, in the District of Columbia, on Monday, the fourth day of December, in the year of our Lord one thousand eight hundred and eighty-two, at 11 o'clock a. m., being the Second Session of the FORTY-SEVENTH CONGRESS, held under the Constitution of the Government of the United States, and in the one hundred and seventh year of the Independence of said States.
