The committee met, pursuant to call, at 10 a. m., in room 301, Senate Office Building, Senator Francis Maloney (chairman) presiding.

I should like to first submit for the record, as we open the hearing on H. R. 2936, the bill, which has already passed the House of Representatives, the House report, and several letters which I have received from educators and others, addressed to me, or to the Committee on Public Buildings and Grounds.

AN ACT To authorize the appropriation of an additional $200,000,000 to carry out the provisions of title II of the Act entitled "An Act to expedite the provision of housing in connection with national defense, and for other purposes", approved October 14, 1940, as amended

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 204 of the Act entitled "An Act to expedite the provision of housing in connection with national defense, and for other purposes", approved October 14, 1940, as amended, is amended by striking out "$300,000,000" and inserting in lieu thereof "$500, 000, 000”. Passed the House of Representatives June 21, 1943. Attest:

The Committee on Public Buildings and Grounds, to whom was referred the bill (H. R. 2936) to authorize the appropriation of an additional $200,000,000 to carry out the provisions of title II of the act entitled "An act to expedite the provision of housing in connection with national defense, and for other purposes,' approved October 14, 1940, as amended, has considered the same, reports favorably thereon without amendment, and recommends that the bill do pass.

The prosecution of the war program has been attended in many areas with huge population increases and sudden expansion and changes in community life. This in turn has created urgent needs for community facilities of various types Some of the effects of our war activities in many localities are evidenced by insufficient sanitary and health conveniences, overcrowded schools, meager recreational facilities, unsatisfactory streets and roads, and inadequate community services. In an effort to relieve the more acute shortages of community facilities necessary to the health, safety and welfare of those engaged in activities essential to the war effort, the Congress has heretofore enacted legislation providing funds in the amount of $300,000,000.

It now is obvious that this amount is insufficient. The war program is moving forward at an accelerated rate. Since the last appropriation for community facilities was made, an additional appropriation of $600,000,000 was provided for war housing projects, and at the present time consideration is being given to 1
