Relevant teaching materials, e.g., motion pictures, recorded tapes, self-instruction programs

General library resources relating to education media (indicate number of books, periodicals, special references, and other collections)

Functioning service centers, e.g., audiovisual, television, and technical services

The proposal should also indicate what funds would be required for (a) the rental of motion pictures, recorded tapes, and other instructional materials necessary for the operation of the program but not available from the institution, and (b) the purchase of consumable supplies and other expendable materials (e.g., film stock, diazo foil, recording tapes).

Classification of the Programs

The programs should be classified according to field, type, level, and geographic area of recruitment and according to eligibility and preparation of the participants they are designed to serve. The following supplementary guidelines should be read in conjunction with the general guidelines for classification given in the first part of this section (see pp. 15-22).

1. Type. The programs may be of several types—

Programs designed primarily for persons with broad responsibility for educational media who desire additional preparation in the selection, utilization, and production of modern communications media, or in the administration, supervision, maintenance, and storage of materials

Programs designed primarily for persons desiring additional training in :

a. Some particular medium or media, e.g., educational television, programed instruction, graphics

b. Some particular function related to the administration of an educational media program, e.g., utilization, inservice or preservice teacher education, evaluation, selection

c. Working with a particular clientele, e.g., handicapped children, the culturally deprived

The type of each program proposed should be identified by an appropriate descriptive phrase.

2. Level. See page 22.

3. Participant eligibility.-Most programs should be designed for participants in one or the other (or a combination of) the categories given below and should be coded accordingly. These categories cover individuals who hold, or present evidence of assignment in the near future to, positions as

A. Directors or supervisors responsible for the general management of educational media programs in elementary or secondary education at the district, regional, county, or State level; or in teacher education institutions.

B. Specialists with responsibility for specific elements of an educational media program, e.g., educational television, programed instruction, film or graphics production, or the use of computers in instruction.

C. Coordinators with responsibility for the development and administration or coordination of an educational media program in an elementary or secondary school.

In some programs, none of these three categories would be appropriate. In that case, the proposal should use the symbol "D" and specify clearly the participants for whom the program would be designed (e.g., special education teachers of the handicapped or of disadvantaged youth, elementary supervisors, school principals).

4. Participant preparation.-The following codes should be used to designate the preparation which would render applicants eligible to participate in a proposed program:

Code (1)-Applicants with an educational media background (master's degree or its equivalent) who have had successful experience and exercised leadership in their profession

Code (2)-Applicants with a demonstrated degree of competence in such areas as the following:

Selection and utilization of educational media
Curriculum development and coordination

Inservice educational techniques

Production of educational media and materials

Organization and management of educational media services ☐ Research regarding educational media

Code (3)-Applicants with minimal preparation and experience in the media programs for which they are responsible or for which they will be responsible during the coming year.

Overlap With Other Fields

In some instances, the interests of media specialists may overlap with those of other specialists and teachers, e.g., teachers of disadvantaged youth or teachers in various subject area fields. Further examples are programs concerned with computer-assisted instruction; the use of an electronic computer to present or assist in the presentation of an instructional program; programs concerned with the reorganization of instruction, including such concepts as the use of teacher aides, flexible scheduling, team teaching, large group instruction; programs concerned with operations research and systems analysis, as it may be applied to the school. are, of course, eligible for support and will be given appropriate consideration. However, adequate explanation of such should be included as part of the proposal.

Developing New Materials

The purpose of a program is instructional. The development of teaching materials is not authorized as a significant part of this federally subsidized activity. It may, however, be considered as an activity related to the program, especially when its objective is to demonstrate how participants may prepare special materials. Direct Federal support for the development of instructional materials is authorized under titles VI and VII of the NDEA, under the Vocational Education Act of 1963, under the Elementary and Secondary Education Act of 1965, and under the Cooperative Research Program conducted by the Office of Education, and various programs conducted by the National Science Foundation.

SECTION III

BUDGET INFORMATION

FISCAL POLICIES AND PROCEDURES

The general policies and procedures which the Office of Education will follow in determining the amounts to be paid for the operation of institutes for advanced study are described in the following pages. Also included are the fiscal procedures to be followed in preparing budgets. Grant award documents will be used to support all programs except those in international affairs, for which contracts will be negotiated. Policy Guides

The estimated budget may include those costs which are clearly attributable to the operation of the program for which a grant will be awarded. The extent of participation in the financing of any institute is properly the subject of negotiation between the Contracting Officer of the Office of Education and the educational institution concerned, consistent with the principles set forth herein, the Federal Procurement Regulations, and the applicable statutes.

General Requirements

The administration of funds is the responsibility of the participating institution which should designate the chief financial officer (Business Officer, Comptroller, Bursar, etc.) as the contracting official responsible for receiving, disbursing, accounting for, and reporting all funds. Whenever it is ascertained that the proposal, on the basis of which an agreement is executed, contains a material misrepresentation by, or on behalf of, an institution; or whenever an institution does not, after a reasonable opportunity, correct a substantial failure to comply with the regulations and conditions of the agreement, such institution shall return to the Office of Education immediately all funds not actually expended or committed at the time such funds are requested.

In the event that any part of the funds paid an institution is found to have been expended for purposes, or by methods, contrary to the regulations and conditions of the agreement, the institution concerned, in addition to any other requirements, shall restore an equal amount to the Office of Education.

The institution shall maintain accounts and records which will show all costs incurred. It is not intended that the applications of these policies and procedures should require any significant changes in the accounting practices of educational institutions so long as such practices are in accordance with generally accepted and established accounting principles. However, the institution must maintain records in such a manner that funds received under this program may be readily identifiable.

The institution shall make available to representatives of the General Accounting Office and the Office of Education for inspection all accounts, records, documents, and other evidence bearing on the receipt and expenditure of funds received for the institute, at all reasonable times until the expiration of 3 years after final payment, or until audited by representatives of the Department of Health, Education, and Welfare, whichever is later.

Payments to Participants

The amount of stipends to be paid to eligible participants will be stated in the budget and included in the award. Payments will be made by the host institution. Further information about stipend and dependency allowances is contained in the Handbook for Directors, which is routinely mailed to institutions whose proposals are to be funded.

Cost-Reimbursement Conditions

Awards will be made on a cost-reimbursement basis, and any funds paid to an institution which remain unused or unexpended at the conclusion of the contract shall be returned to the Office of Education. Hence, although the budget is always an estimated budget made in advance, in order to avoid committing funds unnecessarily and thus depriving the program of their use, it is important that all line items in the budget be computed as precisely as possible.

Direct Costs

The Office of Education will consider as direct costs those administrative and instructional salaries and other expenses which are specifically identifiable and required for the program's successful operation.

1. Compensation for personal services.-This item includes salaries, wages, and honorariums directly attributable to the program, including those for the director, associate, or other director, or administrative assistant, instructional staff, consultants, laboratory and other assistants, special lecturers, secretarial and clerical personnel. Compensation should be charged at the rates paid by the institution. The institution shall maintain quarterly time and effort reports for services rendered by all professional staff included under this project.
