NARRATIVE SUMMARY

The Agency for Health Care Policy and Research (AHCPR) employs a limited amount of advisory and assistance services as necessary to meet the demand for highly qualified experts who have specific expertise which, though critical to the Agency's success, is not required on a permanent basis.

AHCPR requires such periodic assistance to aid in the critique and review of research, demonstration, developmental grant application, and health research services survey methodologies. In addition, AHCPR support several legislatively-mandated peer review groups such as the National Advisory Council for Health Care Policy, Research, and Evaluation, and several study sections, review groups, panels, and subcommittees.

Mr. NATCHER. At this time we take up the budget request for the fiscal year 1991 for the Health Resources and Services Administration, and we have before the committee Dr. Robert G. Harmon. Dr. Harmon, before you give us your statement, tell us who you have with you there at the table.

Dr. HARMON. Thank you, Mr. Chairman.

On my immediate left is Mr. James Walsh, Associate Administrator for Operations and Management; and on his left is Dr. Fitzhugh Mullan, who is the new Acting Director since March 1 of Bureau of Health Professions. On my right is Mr. William Aspden, who is the Acting Director of the Bureau of Health Care Delivery and Assistance.

On his right is Dr. Dan Whiteside, Director of the Bureau of Maternal and Child Health and Resources Development, and on his right is Mr. Dennis Williams, who is the Deputy Assistant Secretary for Budget in the Office of the Secretary.

Mr. NATCHER. Thank you. Now, Dr. Harmon, we will be pleased to hear from you.

Dr. HARMON. Thank you, Mr. Chairman.

This is the first time I have presented a budget to this committee. I was appointed Administrator, of the Health Resources and Services Administration on February 1. For the last four years I was the Director, Missouri Department of Health, and served as Clinical Professor, Department of Family and Community Medicine, University of Missouri School of Medicine.

For five years prior to that I was a local health officer in Maricopa County in Phoenix, Arizona. I hope that my previous experience in state and local public health will help carry out the mission of HRSA. I appreciate the opportunity to appear before you today to discuss the 1991 budget for HRSA.
