EXTRA SESSION, 1870.

Lansing, Wednesday, July 27, 1870.

Pursuant to a proclamation of his Excellency the Governor of the State of Michigan, the Representatives assembled this day, in their hall, in the Capitol, in the city of Lansing.

At 12 o'clock noon, the Speaker, Hon. Jonathan J. Woodman, called the House to order.

Prayer by Rev. Mr. Allen.

The Proclamation of the Governor, convening the Legislature in extra session, was then read.

The following is the

PROCLAMATION:

Whereas, A series of laws enacted by four successive Legislatures, have by a recent decision of the highest judicial authority of the State, been pronounced unconstitutional and void;

And Whereas, Under the authority contained in such laws, a considerable amount of securities or bonds have been issued, and are now held by parties who have purchased them in good faith ;

And Whereas, There is now no authority of law by which the principal or interest of such securities or bonds can be provided for;

And Whereas, The honor and good name of the people of Michigan demand that provision should be made for the payment of such bonds;

And Whereas, The only resource left in this emergency is the giving to the people an opportunity of so amending the fundamental law of the State, as to enable the several munici
