Developments During the Past Year

Funds obligated in fiscal year 1965 were for activities in India, Israel, Pakistan, Poland, the United Arab Republic, and Yugoslavia. Projects varied in type. Different aims were to (a) improve and increase information on foreign education for the benefit of domestic education, (b) assist in establishment, development, and improvement of non-Western area studies and foreign language training in domestic institutions, and (c) help in determining the nature and extent of technical assistance needed in the field of education in certain areas abroad.

Some of the projects were concerned with scanning, abstracting, translating, and printing of materials on foreign education. Others were individual or team projects centering on area studies and development of foreign language skills. Still others were research projects in other specialized areas relating to education.

Legal Basis

Public Law 83-480 (Agricultural Trade Development and Assistance Act of 1954) July 10, 1954 (68 Stat. 454) after pertinent amendments began to be made. Specifically, Public Law 85-477 (Mutual Security Act of 1958), June 30, 1958, added subsection (k) to title I, section 104 (72 Stat. 275). Public Law 85-931, September 6, 1958 added subsections (n) and (o) among others (72 Stat. 1790). Public Law 86-108, July 24, 1959, amended (k) as a subsection (73 Stat. 258). Public Law 86-341, September 21, 1959, amended subsections (k) and (o) and added (p), (q), and (r) as subsections (73 Stat. 607)--7 U.S.C. 1704.

G. VOCATIONAL EDUCATION RESEARCH AND TRAINING

Purpose

To provide assistance in paying the cost of programs and projects of the following types to help meet the special vocational education needs of youth (particularly youth in economically depressed communities who have academic, socioeconomic, or other handicaps that prevent them from succeeding in the regular vocational education programs):

b. Experimental, developmental, or pilot programs.

This specialized program was authorized by the Vocational Education Act of 1963. It was activated in fiscal year 1965--the first year for which related funds were appropriated.

1/ Section 4 (c) of the Vocational Education Act of 1963 specifies that 10 percent of the sums appropriated for each fiscal year under section 2 of the Act shall be used "to pay part of the cost of research and training programs and of experimental, developmental, or pilot programs.... Amounts represent this 10 percent.

Developments During the Past Year

Of the 146 projects approved for support, 26 percent related to training of vocational administrators and research and related personnel; 16 percent to vocational teacher education and training; 13 percent to immediate vocational needs of adults, school dropouts, disadvantaged youth, and slow learners; and the rest to 8 different classifications of projects. Included in the latter were projects relating to 2 research centers, 24 State vocational coordinating units, and activities directed at improving research management.

H. LIBRARY RESEARCH AND DEVELOPMENT

Purpose

To provide support for:

a.

Research and demonstration projects to improve libraries and training in librarianship.

b. Development of new techniques, systems, and equipment for processing, storing, and distributing information and for the dissemination of information derived from research and demonstrations.

This program is authorized by the Higher Education Act of 1965. It represents a portion of a 3-part title concerning College Library Assistance and Library Training and Research. Related funds for this particular portion had not been appropriated when the supplemental appropriations Act of May 13, 1966 was signed.

EDUCATION OF HANDICAPPED CHILDREN: TRAINING OF PROFESSIONAL PERSONNEL

Purpose

1. To assist colleges, universities, and State education agencies in providing and expanding training programs for personnel employed or preparing to be employed as:

a. College or university instructors of teachers or supervisors of teachers of handicapped children.

b. Teachers of handicapped children and supervisors of such teachers.

C. Speech correctionists or specialists providing other special services for the education of handicapped children.

d. Researchers in fields related to the education of handicapped children.

2. To provide support for:

a. Fellowships for graduate study.

b.

Traineeships for full-time senior-year undergraduate study. Short-term traineeships for full-time undergraduate or graduate study in a college or university during summer session.

d. Short-term traineeships for participation in a special study institute.

e. Program development.

Public Law 85-926 of September 6, 1958, focused on grants to institutions of higher learning and to State education agencies to encourage the expansion of teaching of mentally retarded children. Public Law 87-276 of September 22, 1961, which contained a specification for termination of its provisions on June 30, 1963, authorized grants to aid in providing courses of training and study for teachers of the deaf and to aid in improving such courses. It also allowed for completion of specified projects after expiration of the law by stating that: "Any grant for training or scholarships made from an appropriation under this Act for any fiscal year may include such amounts for providing such training or scholarships during succeeding years as the Commissioner may determine."

On October 31, 1963, title III of Public Law 88-164 amended the 1958 legislation by authorizing extension of the program relating to education of the mentally retarded and expansion to a program related to education of the handicapped--mentally retarded, hard of hearing, deaf, speech impaired, visually handicapped, seriously emotionally disturbed, crippled, or other health impaired children who by reason thereof require special education. The same law changed the termination date for provisions in the 1961 legislation to June 30, 1964.

Public Law 89-105 of August 4, 1965, further extended coverage of the amended 1958 legislation by defining "State" to include "the Commonwealth of Puerto Rico, the Virgin Islands, the District of Columbia, Guam, and American Samoa." It also authorized funds through fiscal year 1969.

1/ The program related to education of mentally retarded children in fiscal years 1960 and 1961, to education of mentally retarded and education of deaf children in fiscal years 1962 and 1963, and to education of mentally retarded, deaf, or otherwise handicapped children beginning in fiscal year 1964. 2/ Includes $1,500,000 for each fiscal year from 1962 through 1964 for the program relating to education of the deaf under Public Law 87-276 which had been amended by Public Law 88-164.

Method of Distribution

1. The following formulas govern support for specified programs:

a. Fellowships are for one year (with a limit of four to any one individual). Fellowship stipends are $2,000 for the first year, $2,400 the second year, $2,800 the third year, and $2,800 the fourth year, with an additional allowance of $400 a year for each dependent (exclusive of the fellowship recipient). Partial support for provision of the training is $2,500 per fellow.

b. Senior year traineeships begin with the fall term and extend not longer than one academic year. Trainee stipends are $1,600 with $2,000 per trainee in partial support for provision of the training.

C. Summer session traineeships carry a stipend of $75 a week with another $75 a week per trainee in partial support for the training. d. Special study institute traineeships carry a stipend of $15 a day up to a maximum of $75 a week, and the participating institution or State education agency receives program support to cover the cost of conducting the institute.
