Purpose

CIVIL DEFENSE ADULT EDUCATION

1.

To provide education in civil defense for adults.

2. To provide training in radiological monitoring to selected persons.

Authority for this 2-part program stems from section 201 (e) of the Federal Civil Defense Act of 1950. The program is administered by the Office of Education under a work order agreement and in close liaison with the Office of Civil Defense in the Office of the Secretary of the Army. The U.S. Department of the Army transfers the funds to finance the conduct of the Personal and Family Survival Course for adults and the Radiological Monitoring (Ramont) Course conducted under contracts negotiated by the Office of Education with chief State school officers or with mutually agreed upon education agencies.

The Personal and Family Survival Course, initiated in July 1959, deals with the principles and procedures of civil defense in personal and community survival planning, especially the kind of planning necessary after nuclear attack. The Ramont Course, initiated on January 1, 1965, provides technical training in the use of radiological instruments and in the interpretation of radiological data for persons who could serve as monitors in shelters, in fixed monitoring stations, and in other designated posts.

Method of Distribution

Annual estimates of funds to finance the program as agreed upon by the Office of Education and chief State school officers or appropriate education agencies constitute the basis for negotiating contracts. In accordance with these contracts, the Office makes reimbursement for costs of the program, using funds transferred from the U.S. Department of the Army.

Application Procedure

In accordance with guidelines supplied by the Office of Education, chief State school officers or agreed upon education agencies submit their plans for participation to the Office of Education.

Developments During the Past Year

The 12-hour Personal and Family Survival Course was completed by 277,018 adults (including 6,758 teachers preparing as instructors of the Course) in a total of 45 States, the District of Columbia, and Puerto Rico in fiscal year 1965. The Ramont Course was conducted in 569 classes for 8,968 adults in a total of 37 States, the District of Columbia, and Puerto Rico.

By special arrangement with the Office of Civil Defense, a contract was negotiated with the Santa Clara (California) Office of Education to develop scripts for the presentation of civil defense instruction to school personnel by means of educational television.

COLLEGE WORK-STUDY

Purpose

To stimulate and promote the part-time employment of students, particularly students from low-income families, in institutions of higher education who are in need of earnings from such employment to pursue courses of study at such institutions.

The program was authorized by the Economic Opportunity Act of 1964. The Economic Opportunity Amendments of 1965 and the Higher Education Act of 1965 amended and extended the provisions so as to:

a. Transfer the program from the Office of Economic Opportunity to the Office of Education.

b. Open part-time employment under the program to students, in addition to those from low-income families, who are in need of the earnings from part-time employment to pursue their studies.

C. Amend the definition of "institution of higher education" to include any qualified school which provides not less than a 1-year program of training to prepare students for gainful employment in a recognized occupation, and collegiate or associate degree schools of nursing, provided each such school (1) admits as regular students only persons having a certificate of graduation from a school providing secondary education, (2) is legally authorized within the State to provide a program beyond secondary education, (3) is a public or other nonprofit institution, and (4) is accredited as provided in the amended legislation.

d. Permit the institution to pay its share of student compensation in the form of services and equipment (including tuition, room, board, and bocks).

Employment under the program is furnished only to a student who:

a. Is a citizen or national of the United States or is in this country for other than a temporary purpose.

b. Needs the earnings from part-time employment in order to study at the institution.

Is capable of maintaining good academic standing while employed. d. Has been accepted for enrollment as a full-time student.

Student participation is arranged between the student and the institution conducting the program. Preference for employment must be given to students from low-income families. No student may work more than 15 hours of any week when his classes are meeting or for more than 40 hours a week during other times, such as vacations and summer periods.
