Governors' messages, 1921

Idaho-Gov. Davis favors the enactment of legislation reserving to citizens or those who have initiated steps to become citizens, the right to own real estate in Idaho. Nevada-Gov. Boyle recommends the submission of a constitutional amendment providing for the exclusion from land ownership of those ineligible to become citizens. Oregon-Gov. Olcott urges legislation to curb growth of Japanese colonies in the state. Washington-Gov. Hart recommends legislation to prevent violation and evasion of the statute prohibiting ownership of land by aliens.

Delaware-Act to amend chapter 91 of the Revised code of the state of Delaware relating to aliens. (Ch. 188, Laws 1921) Nebraska-Act to amend section 6273, 6275, and 6276 of the Revised statutes for 1913 and to repeal said original section. (H. roll no. 138, Laws 1921)

Prohibits resident aliens from ownership of agricultural land. The law formerly applied to non-residents only. Texas-Act to amend Title 3 of the Revised civil statutes of the state of Texas, 1911, entitled "Aliens," relating to the rights, powers and disabilities of aliens and of certain companies, associations and corporations with respect to property in this state, providing for escheats in certain cases, prescribing the procedure therein, requiring reports of certain property holdings to facilitate the enforcement of this act. Boyle recommends a serious study of the entire subject of settlement of industrial disputes. Oklahoma-Gov. Robertson suggests the creation of a tribunal empowered to summon witnesses, make impartial investigation and eport on industrial disputes, but does not recommend the creation of an industrial court. West Virginia-Gov. Cornwell recommends legislation defining the rights of employers and trade unions, with machinery for enforcing it. Wyoming-Gov. Carey recommends the creation of a tribunal to investigate industrial disputes.
