DEAR MR. CHAIRMAN: The publication of this compilation of the Vocational Rehabilitation Act is, in my estimation, most timely and necessary. Under your wise guidance, the jurisdiction of the Subcommittee on Handicapped Workers has been expanded to include all legislation dealing with the handicapped. The subcommittee's name has been changed to reflect the assumption of its important new duties.

As Chairman of the Subcommittee on the Handicapped, I look forward to the challenge of developing, with your assistance and that of the other members of our committee, vital legislation to meet the very substantial needs of all handicapped Americans. I deeply believe that I, and the members of the new subcommittee, share an obligation to face this challenge in the months and years ahead, and I commit myself fully to the task.

As you know, one of the first legislative assignments of the Subcommittee on the Handicapped is the extension and improvement of the Vocational Rehabilitation Act. I am pleased, therefore, to transmit to you this compilation of the Act, and request that it be published as a committee print.

NOTE

The Vocational Rehabilitation Act (29 U.S.C., ch. 4) was originally enacted in 1920 as the National Civilian Vocational Rehabilitation Act (P.L. 66-236, 41 Stat. 735). In 1943, P.L. 78-113 broadened the concept of rehabilitation. Since then the Act has been amended by P.L. 83-565, P.L. 84-937, P.L. 85-198, P.L. 85-213, P.L. 86-70, P.L. 86-624, P.L. 89-333, P.L. 90-99, P.L. 90-391, and P.L. 91–610.
