On April 27, 1789, Congress agreed that the inauguration of President George
Washington should take place on the outdoor balcony of Federal Hall in New
York City, so that the largest possible audience could observe this most important
national ceremony. On January 20, 2005, the tradition continued with the 109th
Congress hosting the 55th Presidential Inauguration, on the west front of the United
States Capitol, as seen on the front cover.

Representative Robert T. Matsui died after the sine die adjournment of the 108th Congress as a representative-elect of the 109th Congress.

This special election was held to fill this seat for the 108th Congress. A separate special election, also won by Ed Case, had been held on November 30, 2002, to fill the seat for the remainder of the 107th Congress after the death of Representative Patsy Mink on September 28, 2002; however, representative-elect Case was never sworn in during the 107th Congress. 2 Changed party affiliation from Democrat to Republican on January 5, 2004.

FOREWORD

The Congressional Directory is one of the oldest working handbooks within the United
States government. While there were unofficial directories for Congress in one form or another
beginning with the 1st Congress in 1789, the Congressional Directory published in 1847
for the 30th Congress is considered by scholars and historians to be the first official edition
because it was the first to be ordered and paid for by Congress. With the addition of
biographical sketches of legislators in 1867, the Congressional Directory attained its modern
format.

The Congressional Directory is published by the United States Senate in partnership with
the Government Printing Office, at the direction of the Joint Committee on Printing under
the authority of Title 44, Section 721 of the U.S. Code.
