ABSTRACT

The Solar Energy Government Buildings Project will require that all Federal Agencies involved in the planning for new buildings (or for major renovations) include, in their design planning, an evaluation of the economic and technical feasibility of using solar heating and cooling. Further, the Project would strongly encourage similar cooperation from such quasi-government organizations as the United States Postal Service.

The required evaluations would be made on an adjusted life cycle cost basis where the total benefits of using solar heating and cooling, accrued by the Nation, would be reflected in a reduction in the estimated life cycle cost of the particular solar heating and cooling system--by a percentage set by the Federal Energy Administration.

Where solar systems are found competitive, utilization would be required. In cases where such usage did not appear feasible at the projected completion date, the evaluation would be expanded to include the possibility of providing for subsequent retrofit.

In addition to the purchases of competitive systems, the purchase by the Government of a certain quantity of economically non-competitive systems will be needed to contribute to the total quantity of systems (for the competitive and non-competitive Federal market plus other early private sector markets) which is necessary to be produced to develop the industry capability.

A Solar Energy Government Building Implementation Plan is being prepared. The plan should include the step-by-step details required to initiate the project described in this paper. The FEA Solar Energy Branch is coordinating the development of the plan within FEA and with other appropriate agencies.

Developing the Industrial Capability to Respond to
a Major Solar Heating and Cooling Market Demand

What should the policy of the Federal Government be towards aiding the development of a major solar heating and cooling industry capable of providing quality products which produce clean and abundant energy?

What specific near-term actions might be taken to achieve the goals of such

Federal policies?

RECOMMENDATIONS

1. Require that all designs for Federal buildings, initiated from this point on,

shall include an assessment of:

• The feasibility of using solar heating and cooling at this time, or

• The feasibility of including provisions within the design to enable relatively easy retrofit to solar heating and cooling equipment at some future time.

2. Estimates of costs of efforts to reduce the demand for energy within buildings, including use of such energy conversion products as solar heating and cooling systems, should be done on a life-cycle (total cost) cost basis.

Life-cycle costs

shall be adjusted to reflect the total costs and benefits to the Nation (energyrelated and non-energy related values) of using solar heating and cooling systems versus those for using conventional heating and cooling systems. Appropriate changes in law to allow life cycle costing in Federal buildings should be enacted. 3. Provide for substantial Government requisitions of solar heating and cooling systems (including domestic hot water heaters) by:
