Finally, let me acknowledge that the involvement of many different Federal agencies is an essential aspect of the Federal solar program. These agencies must be involved if we are to have a coherent and successful program. working well together, and our respective capabilities and insights all are important. We in FEA want to see this continue, and we are looking forward to working with these agencies and with the Congress in promoting the increased

use of solar energy.

Senator HATHAWAY. Mr. Craven, in your statement you indicated the FEA's involvement in solar activity. Could you give us an idea of the budget activity and the staff commitment for this effort?

Mr. CRAVEN. I think I will have Mr. Kuhn speak to that since he is really the supervisor of that effort.

Mr. KUHN. Mr. Chairman, we have, in the office under Mr. Craven, two full-time professionals dealing with nothing but solar energy at this point. That particular staff will be doubled within the next 30 days. Elsewhere within FEA there are, at the moment, between two and three other full-time professionals dealing with solar energy.

Senator HATHAWAY. So you have a total of how many?

Mr. KUHN. We have about five right now, and that will be increased to about seven within the next 30 days; dealing exclusively with solar

energy.

Senator HATHAWAY. Do you think that is sufficient?

Mr. KUHN. I think it is enough for the moment, because our program that Mr. Craven has outlined on commercialization is really, to be frank with you, just at the takeoff point. I think we are undoubtedly going to have to augment that staff as we go down the line, and we may well be back with a request for additional personnel later this coming fiscal year.

Senator HATHAWAY. Well, is this done by one office within FEA, or is it done by several?

Mr. KUHN. Well really, it goes across the board.

One of the professionals I mentioned is in the Office of Data and Analysis, and he concentrates on keeping the numbers in proper perspective. For example, the square footage of solar collectors that were produced throughout the United States last year, and what that means in terms of oil equivalent.

We also have one full-time professional in the Office of Conservation and Environment. And that gentleman is concerned with the interface with building insulation.

Now the other two that I mentioned are in my office, in the Office of Energy Conversion. One of them is Mr. Norman Lutkefedder, Chief of the Solar Energy Branch, and the other man, Mr. Sam Taylor, who works for Norm Lutkefedder. Now that is the staff that will be doubled within the next 30 days, and will be focusing primarily on the commercialization program.

Senator HATHAWAY. Do you receive any transfer funds from ERDA for your work?

Mr. KUHN. No, sir, we have not. We have very limited funds available to us this fiscal year for studies. We have no grant funds. As a matter of fact, FEA has been in the position of making money available to other agencies for solar purposes.

For example, the Department of Defense; we have a limited effort going in conjunction with the DOD.

Senator HATHAWAY. We have several questions on solar energy. To whom should they be directed?

Mr. KUHN. They would normally come to Mr. Craven, and thence, to my office.

Senator HATHAWAY. Mr. Craven, you made some reference in your testimony to studies that are now in progress. Could you tell us when these studies will be available?

Mr. CRAVEN. Well, we have a number of studies underway that will be available over the course of the next year. One program which I consider very important is our Government buildings program, which is part of the overall commercialization program. It is under active consideration now at the staff level, and at my level. And I think we will be making recommendations to the Administrator within a few weeks in connection with that program. I would estimate that it might be available by the end of June.

Senator HATHAWAY. Can you supply these studies for the record? Mr. CRAVEN. Yes, I will supply those for the record.
