many innovators who were listed-it identifies people all over the country. This document has been available for several months so that office could have used it as well as other lists. Dr. TEEM. That particular document we did take as one of our sources. Dr. PLUNKETT. And you sent copies to all of the people in that document? Dr. TEEM. I don't believe we sent copies to all the people. We mailed an initial 500, then we began to distribute more broadly after we got the larger distribution. However, we have not gone back and mailed to everyone on that list. Senator HATHAWAY. It seems to me that the very small investment. involved in disseminating information would be returned many, many times over by the increasing number of people who are going to be participating in the program as a result of getting some information. We have a vast supply of brains in this country. But if they don't find out about the program, they are not going to be able to deliver the input that they are fully capable of giving us. Dr. TEEM. Mr. Chairman, we feel this very strongly. [The exhibit referred to follows:] Dr. TEEM. In our organization for our solar energy division we are establishing two important activities which we are just beginning to staff up that will try to concentrate on that type of thing. As shown at the right on that slide, we have an industrial liaison branch, economic analysis, industrial liaison branch, which will be intended to look precisely at the question of how well we are relating to different kinds of industry, what should be our policy, how do we get the liaison with the industry, small business, business of all types. We will be setting up a technology utilization and information dissemination branch which will be charged with providing that flow of information and we will be developing the system that will provide in this solar energy area a much more widespread and I hope a more effective information flow. Senator HATHAWAY. Are there people in all those boxes? Dr. TEEM. We have people on an acting basis in all those boxes. The individual who is acting in the economic analysis and industrial liaison branch is Mr. Thomas Pretorius, who is here today, and Mr. J. Holmes is acting in the Research, Utilization and Information Dissemination Branch, but we will be staffing these organizations more fully over the next few months. Senator HATHAWAY. These aren't fully staffed as yet? Senator HATHAWAY. When do you expect to be? Dr. TEEM. We have a request before the Office of Management and Budget for personnel allocations and we expect to receive their reply this week sometime. We have developed a plan for staffing. We have made some number of offers and we are getting people in during this year but the plan for next year is subject to OMB's approval as to total numbers of slots. Senator HATHAWAY. How much money are you asking? Dr. TEEM. The number of people we would expect to have by the end of fiscal year 1976 will be about 100 in this organization as compared to the total today of around 32, so we expect to triple in size. I haven't available immediately the program support costs that are related to that because it varies with the passing of the year. Senator HATHAWAY. Just 100? Do you think that is sufficient? Dr. TEEM. We believe that will be sufficient for next year, by the end of next year, for the program as we now see it. We are staffing toward a program, though, that we would see perhaps 175 in this organization by, let's say, 1978. Excuse me, my colleague pointed out that we would not expect to see all of the information dissemination done just within this organization. We will be using ERDA's Technical Information Center and the associated people which amount to about 200 people. We are working with them now so that they can be more knowledgeable about our program as we are planning it for the information and dissemination of solar energy. Senator HATHAWAY. Well, Dr. Teem, thank you very much for your testimony. I kept you here much longer than I anticipated and we have two other witnesses to testify.
